Expression of Interest are invited for Technical Assistance for Implementation of Incremental Learning under Srestha-Gujarat. Description: The Systems Reform Endeavours for Transformed Health Achievements (SRESTHA) Gujarat Program is a health systems reforms program of the Health and Family Welfare Department (HFWD), Govt of Gujarat (GoG). This Program is a US$350 million lending from the World Bank including additional technical assistance mobilized. The Program Development Objective for SRESTHA Gujarat program is “To improve quality, equity and governance of comprehensive primary health care, adolescent girl services, and disease surveillance.” A key element of the project, under Results Area 2 is the Incremental Learning Approach (ILA) or the ILA based training package developed and rolled out comprehensively for all Rashtriya Kishor Swasthya Karyakram (RKSK) pillars, with an aim to strengthen the leadership, motivation, management abilities of the relevant management cadre and the knowledge and skills of the field functionaries. The ILA seeks to establish a system where program functionaries become more effective by learning to plan and execute each task correctly and consistently through methodical, ongoing capacity building. It uses opportunities in the form of existing supervisory interactions at different levels, through which practical, guided learning is provided to program functionaries of parent department/s. Such a system was piloted at scale under the World Bank assisted ICDS Systems Strengthening and Nutrition Improvement Project (ISSNIP) in 8 project states. It was later scaled up nationwide under the POSHAN Abhiyaan, including Gujarat who implemented the ILA with 21 technical modules, under Department of WCD. As part of its technical assistance to the Health & Family Welfare Department (HFWD), Government of Gujarat (GoG), the World Bank, through a Nutrition Multi-Donor Trust Fund, proposed to engage a firm to provide inputs to the GoG in developing an ILA based training package on all RKSK pillars for the frontline providers and supervisory cadre under all the key departments: health, ICDS and Education. This work is proposed to be undertaken in two phases, wherein the findings from phase 1 will inform the tasks under phase 2. The specific tasks of the two phases are: (i) Phase 1 [completed]: Development of a detailed framework and guideline to develop and deploy ILA based training package on all RKSK pillars for the frontline providers and supervisory cadre under all the key departments: health, ICDS and Education; (ii) Phase 2 [proposed as part of this TOR]: Actual development of the ILA package based on the findings of phase 1 with regards to the number and thematic topics of ILA modules. Relevant inputs from Phase 1 which would help the firm to develop sound technical and financial proposals for Phase 2 would be provided at the RFP stage in the detailed TOR. Scope of work include: (i) Provide technical support to GoG in the development of thematic facilitator-s modules for incremental learning; (ii) . Support GoG in the development of thematic takeaways corresponding to IL modul; (iii) Support GoG to undertake ToTs in the state to facilitate the roll-out of ILA-based training; (iv) Process documentation of outcomes and lessons learnt in the implementation of the incremental learning approach.
