Request for proposals are invited for Swash Project - Baseline Study
ChildFund has been working with underprivileged children, youth, and families from the most remote, extremely backward, and hard-to-reach areas in India since 1951, with a vision to build “an India where children lead a dignified life and achieve their full potential”. It annually reaches nearly 4 million children, youth, and their families, from 3, 200 communities in 85 districts across 15 states in India, through its long and short-term programs. ChildFund in India works in the rural belts of the country, now slowly expanding its focus to urban poverty where child protection issues and violence against children are prevalent. Its programs provide comprehensive support to children from their conception until they reach 24 years of age by integrating health, nutrition, sanitation, gender equality, disability, education, skill training, livelihoods, child protection and humanitarian relief work. ChildFund-s unparalleled longstanding community presence, long-term partnership and direct implementation projects in India ensure that its holistic interventions foster an enabling environment where children can grow to their fullest potential.
2. Project Background
Poor sanitation, water scarcity, inferior water quality, and inappropriate hygiene behaviour are disastrous for infants and young children and are major causes of morbidity and mortality. These conditions are also detrimental to the health of school-aged children, who spend long hours in school. The physical environment and cleanliness of a school facility can significantly affect the health and well-being of children. The disease spreads quickly in cramped spaces with limited ventilation, where hand-washing facilities or soaps are not available, and where toilets are in disrepair or nonexistent leading to open defecation and urination. Too often, schools are places where children become ill.
The project will be implemented in govt primary and secondary schools of Gogunda Block in Udaipur district serving 12000 school children (approx.). The project aims to reach at least 100 schools through an integrated SWASH program design (School Water, Sanitation and Hygiene Education).
The project will deliver comprehensive WASH infrastructure, WASH behaviour-change training and support, and strengthen menstrual hygiene management services across 100 government schools in Gogunda, Udaipur. As a result of this investment, this project expects school children to adopt positive and life-saving WASH behaviours like handwashing with soap; adults to support behaviour changes through positive reinforcement and maintenance of WASH infrastructure, and governments co-invest in the program to sustain the program over long-term, and the government and the community to maintain the infrastructure and carry-on the best practices. The expected ultimate outcome is to improve the learning performance of school-aged children and youth, and, by extension, that of their families - by reducing the incidence of water and sanitation-related diseases.
3. Goal/Impact
“All school going children in the Udaipur district will have improved access to integrated basic WASH services and thrive in a healthy, child-friendly, and enabling school/learning environment by 2024.”
4. Objectives
a) To improve WASH infrastructure in 100 targeted government schools.

5. Project Geography
The project is planned to be implemented in Gogunda, Jhadol and Kotra blocks of Udaipur District.
6. Target Groups:
Direct target group (right-holders): School-going children between the age of 6-18 in 100 primary & secondary schools. School children will be directly targeted in the project to strengthen their capacity to claim their rights, which requires knowledge about rights and structures, as well as self-esteem to participate and demand them. The cumulative reach of the project will be 15, 000 beneficiaries (12, 000 school children + 2, 500 parents + 500 school teachers and other key stakeholders at block/district level).
Indirect target groups (duty-bearers): Families, community members, school staff and authorities, local authorities called Panchayat Raj Institutions (PRIs), School Management Committees, and Community Based Organizations (CBOs). The project will reach approx. 1, 50, 000 populations indirectly with WASH-related Social and Behavioral Change activities including campaigns, IEC materials, sensitization sessions, etc. across the target villages.
7. Scope of work
The study should provide a critical reference point for assessing changes and impact, as it establishes a basis for comparing the situation before and after the intervention, and for making inferences as to the effectiveness of the intervention. The baseline is expected to create a benchmark for examining what change is triggered by the intervention. The suggestions and inputs of relevant government officials and other community stakeholders should be incorporated in the report. The consultant may suggest more suitable indicators and measure them to set a benchmark for the project.
The contractor shall provide:
1. An inception report that describes the methodology, time plan, and evaluation tools to answer all the key questions described in the Methodology and Survey tools. The inception report shall include a discussion on data triangulation and quality control.
2. Data collection, data processing, and analysis.
3. Draft project evaluation report in English.
4. Final project evaluation report in English.
The following information from the primary and secondary schools of the Gogunda, Jhadol and Kotra blocks, Udaipur will be helpful while planning and strategizing the project interventions. The baseline information will additionally support drawing a Project Management Plan and MEAL plan, which will eventually help in the implementation and derive the results.
Ø 100% real data and pictures from each school (primary and secondary) about WASH structures, its functioning, access and use of WASH structures by the children, gaps/improvement required, gender-responsive WASH, etc.
- Accessing hand washings stations available indicating the clear need to focus on institutional level improvement of WASH facilities at schools, Anganwadi centres (AWC) /early childhood development (ECD) centers and community sanitary complexes
Ø Households/schools do not have toilets in the study area and construction of toilets to be ensured for all households
Ø established WASH committees and strengthening is there or not.
Ø Preliminary assessment with regard to the behavior pattern of children and their caregivers especially for IYCs, school staff and community members on WASH facilities.
Ø Discussion with the stakeholders to understand the felt and expressed needs in the community.
Ø Scope of addressing the need and sustaining the WASH structure and its optimal use by children with the support of the duty bearers.
a) Methodology:
The baseline evaluation should use both primary and secondary data sources for probing the progress and generating evidence in support of the findings. This study should also adopt a mixed methodology quantitative and qualitative for data collection, validated, triangulation and analysis. The evaluation process will include desk reviews, interviews/FGD, and observation. Overall, approach for this baseline study should focus on relevance, effectiveness, efficiency, impact, and sustainability of the project. The proposed methodology is suggestive and can be adjusted by the Contractor if considered necessary, in accordance with the purpose of the evaluation and in consultation with ChildFund India. ChildFund India will review the methodology and suggest required modifications so that all outcome/outputs are measured as per the requirements of project management and reporting.
The project will be evaluated against criteria such as its relevance to the organizations (ChildFund India) vision and mission, the priorities and policies of the target group, beneficiaries, and donor, the project effectiveness, the efficiency of the project resources, the validity of project design, project effectiveness, the efficiency of resource use, the project impact and sustainability. To summarize, the external and independent baseline should assess the merit of the project.
Quantitative data on WASH: The technical agency is expected to use a semi-structured tool to collect the information from each of the schools. At the block and panchayat level, individual interviews will support in getting the views and to understand the stakeholders- support in carrying on and sustaining the initiatives. At the community level, Focus Group Discussion involving the SMC members would be ideal. However, we encourage the technical agency to suggest the approach in the technical write-up.
Further, some impact indicators to be covered are as follows -
· Prevalence of diarrheal diseases among students attending 100 governmental schools.
· Level of absenteeism among students attending 100 governmental schools.
· Perception on hygiene and sanitation behavior is improved.
b) Timeline
It is expected from the technical agency to conduct the baseline study in 1 months- time and submit the report.
c) Reporting deliverables
The detailed report should capture the following:
(1) WASH Structures[1] - Availability, Accessibility, Usage, etc.(as per the Swachh Bharat and Swachh Vidyalaya guideline)
(2) WASH Structures - Disrepair, not available, etc.
(3) Source of Water, Rainwater Harvesting, Rainwater Storage, etc.
(4) MHM (Mensuration Hygiene Management) and Handwashing related awareness and practices among the school children (Middle & Higher schools)
(5) Detailed Project Plan (including Operational & Maintenance system/processes/mechanism) for 100 schools aligning with the baseline data
8. Confidentiality
All discussions and documents relating to this ToR will be treated as confidential by the parties. Any document, tools, templates, etc. developed through this assignment is the property of ChildFund who will have sole ownership on it.
9. Child Protection
The consultant will adhere to and sign the Child Safeguarding Policy while signing the contract for this consultancy.
