The Haryana Clean Air Project for Sustainable Development (HCAPSD or “Program”) is an initiative of the Government of Haryana (GoH) in collaboration with the World Bank to improve air quality and reduce emissions in a common geographic area (the Indo-Gangetic Plain), across state boundaries. For the implementation of the project, the World Bank is extending financial assistance with total outlay of INR 3647 crores and technical assistance to Haryana for 5 years, from 2025-2030. Additionally, the Government of Haryana (GoH) has earmarked an additional outlay (INR 50 Crores) in the budget to ensure effective implementation and cross-sectoral coordination of externally aided projects. The GoH is establishing a Special Purpose Vehicle (SPV) under Section 8 of The Companies Act, 2013, to implement the program.Against this backdrop, the Bank intends to engage a consultancy service experienced in policy design for establishing institutions and companies. The selected consultant will provide advisory services to the Bank, offering technical guidance and illustrating good practices for shaping the organization such as guiding policies, manuals and hiring strategies, interdepartmental coordination in line with national and international best practices. This will enable the Bank to provide the GoH with (i) examples of good practices in these areas, and (ii) inputs to the institutional and technical assessment of the Program.
