Expression of Interest are invited for Supporting Green, Resilient and Inclusive Development in Uttarakhand. Publication Date: 20-Apr-2022 Expression of Interest Deadline: 28-Apr-2022 Assignment Description The objective of this assignment is to provide technical inputs for the World Bank to advise the State Government of Uttarakhand, India, on mainstreaming disaster and climate resilience in the road, forest, and health sectors and thereby support the Governments efforts to increase the States climate and disaster resilience. This will be achieved by identifying and assessing possible investment and policy priorities for improving: 1) Climate and disaster resilience of district roads via a. a diagnostic of current resilience policies and construction practices for district road infrastructure in Uttarakhand; b. the identification and assessment of key policy, legal, institutional, and innovative technology actions to increase resilience in the sector; c. the identification and assessment of key investment needs based on clearly defined prioritization criteria and evidence to support the prioritization, including economic analysis as well as state-wide, national, and international lessons learned; d. the identification of possible priority measures for World Bank support (including technical assistance, investments, knowledge exchange, learning, etc.). 2) Integrated wildfire and forest management via a. a literature review of past impacts of wildfires in Uttarakhand (in terms of the number of people exposed including gender analysis, economic, environmental, and climate impacts) and diagnostic of current wildfire management policies, institutional arrangements, practices (including engagement with communities), and capacity (including staff, volunteers, equipment, and technology) in Uttarakhand; b. the identification and assessment of key policy, legal, institutional, and innovative technology actions to improve wildfire management and increase wildfire resilience of forests, landscapes, and communities; c. the development of community-based forest management approaches which reduce the risk of wildfires and increase the forest function as a carbon sink while supporting livelihoods. d. the identification and assessment of key investment needs based on clearly defined prioritization criteria and evidence to support the prioritization, including economic analysis as well as state-wide, national, and international lessons learned; e. the identification of possible priority measures for World Bank support (including technical assistance, investments, knowledge exchange, learning, etc.). 3) Seismic resilience of hospitals via a. a review of existing structural vulnerability assessments of hospitals undertaken by the State and relevant additional information on seismic risk and resilience in Uttarakhands health sector; b. the identification and assessment of key policy, legal, institutional, and innovative technology actions to improve the seismic resilience of hospitals; c. the identification and assessment of key investment needs based on clearly defined prioritization criteria and evidence to support the prioritization, including economic analysis as well as state-wide, national, and international lessons learned; d. the identification of priority measures for World Bank support (including technical assistance, investments, knowledge exchange, learning, etc.).
