Expression of Interest are invited for Review of action plans to be prepared under GoI's Revamped Reforms-based and Results-linked Distribution Scheme. Ministry of Power (MoP), Government of India has recently launched the Revamped Reforms-based and Results-linked, Distribution Sector scheme (hereinafter called Scheme) with a total outlay of Rs. 3, 03, 758 crores (with an estimated gross budgetary support of Rs. 97, 631 crores from the central government). The scheme aims to improve the operational efficiencies and financial sustainability of Discoms, by providing financial assistance for strengthening of supply infrastructure based on meeting pre-qualifying criteria and achieving basic minimum benchmarks in reforms. MoP through REC and PFC (Non-banking financial institutions and nodal agencies for the Schemes implementation) is also in advanced discussion with the World Bank for accessing financial support to implement select reforms actions envisaged under the scheme in few states. To access the financial support under the Scheme, as a first step, each of the Discoms have to prepare an action plan in consultation with MoP and the nodal agencies. The action plan shall include: a) Analysis of losses, reform measures for financial viability, timelines, and results evaluation framework: This part of the plan shall include root cause analysis of the losses and list out the steps which will be taken for the reduction of losses and ACS-ARR gaps, and the time frame for taking these steps [please refer to Scheme guidelines for more details at https://powermin.gov.in/en/content/guidelines] b) Metering and Distribution Infrastructure Works: In this part, Discoms shall list out major works around metering including energy accounting and Distribution infrastructure works along-with their estimated cost. [please refer to scheme guidelines for more details at https://powermin.gov.in/en/content/guidelines] The states have already started preparing their action plans and will be submitting the draft action plan to MoP / nodal agencies. The draft action plans are also expected to form the basis of funding by the World Bank to support reforms in select/interested states. Accordingly, the World Bank intends to engage a consulting firm to provide support in reviewing of draft action plans submitted by states to MoP / REC and improving the design of the reform programs in some select states [by supporting the World Bank in engaging with the nodal agencies REC/PFC and the states on the reforms].
