Expression of Interest are invited for Policy Analysis and Technical Backstopping to Augment Indias Pandemic Preparedness and Response (PPR) Agenda. Publication Date: 28-Nov-2022 Expression of Interest Deadline: 02-Dec-2022 Assignment Description: - There are four broad challenges to enhance Indias Pandemic Preparedness and Response (PPR) capacity envisaged by the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) initiative. First, criticality of elevating PPR agenda in Indias political landscape while ensuing effective cross-sector One Health coordination at all levels. Second, systematically creating competent human resources with clear career path for professional growth and enabling organizational structures for effectively delivering Indias huge PPR commitments relevant for Indias devolved health systems. Third, optimizing PPP information platforms to deliver Indias commitment for creating digital ecosystems to generate real-time credible surveillance data and alerts ensuring accountability for decision making and action. Fourth, identifying innovative models to enhance private sector participation as full partners in different dimensions of PPR. The World Bank financed Transforming Public Health Systems for Pandemic Preparedness (PHSSP) is incentivizing a shift towards addressing these challenges through effective use of Program for Results lending instrument which disburses upon achievement of identified Disbursement Linked Indicators. Such paradigm shift requires appropriate high-level analytical support and strategic advice for Ministry of Health and Family Welfare to identify strategic options and guide timely actions towards addressing these challenges. It is proposed to engage a consultant agency to undertake a high-quality analytical piece of work to create an overarching framework to inform critical policy and strategic decisions of the government. The key objective of this task is to provide analytical inputs to the World Bank for its policy dialogue and technical assistance to the Ministry of Health and Family Welfare, India for strengthening PPR. The just in time analytical work will help to develop a strategic framework and options to address some of the challenges heighted above through relevant policies and strategies to augment Indias PPP agenda as envisaged by the PM-ABHIM.
