Tenders are invited for Market Development of Fermented Organic Manure in India In 2020-21, India was the second highest producer and consumer of chemical fertilizers in the world. In 2020-21, the chemical fertilizer consumption in India, was 67.60 million tonne, [1] of which roughly 50 percent is urea with 35 million tonnes annually. It has been noted that the per hectare consumption of urea in many of the Indian states is varied as compared to the normative norms, with some studies suggest that crops no longer respond to chemical fertilizers as they used to.[2] Imbalanced fertilizer use has resulted in a deficiency of secondary nutrients and micronutrients, increased salinity and alkalinity, and negatively impacted crop yield. Between 2015-16 and 2018-19, more than five crore soil samples from across India were tested in government-approved laboratories to understand the state of the country-s soils. The results revealed severe and widespread deficiency of organic carbon and micronutrients in Indian soils. About 85 per cent of the samples and at least half of the samples from 24 states and Union territories were deficient in organic carbon.[3]The Government of India under the aegis of Ministry of Petroleum and Natural Gas (“MoPNG”) in 2018, launched the Sustainable Alternative Towards Affordable Transportation (“SATAT”) scheme for development of large-scale compressed biogas plants (CBG). Unlike any biogas plant, the CBG plant generates biomethane by undergoing anaerobic digestion and purification of the biogas being generated. The material remaining after digestion in the bio-digestor is known as bio-slurry. It is also called digestate or fermented organic manure (“FOM”) (solid and liquid). Until recently, fermented organic manure was not included in the Fertilizer Control Order (“FCO”). But in the second and third amendments of the FCO, the produce from biogas plants was recognized as fermented organic manure).Under the SATAT initiative, the offtake of CBG is being supported by MoPNG through various oil and gas marketing companies. With increase in CBG production capacity in India, there will also be a need to market the FOM which is generated from such CBG plants which can help increase the commercial viability of these CBG plants. The primary objective of this assessment is to identify gaps and develop opportunities to support the FOM-s utilization in India.
