this is a combined synopsis/solicitation for commercial items prepared in accordance with the format in far sub part 12.6-streamlined procedures fir evaluation and solicitation for commercial items-as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation document will not be issued. The solicitation is being issued using simplified acquisition procedures under the authority of far 13.5, simplified procedures for certain commercial items.
This solicitation is a request for quotation (rfq). This solicitation document and incorporated provisions and clauses are those in effect through federal acquisition circular (fac) 2005-101/10-26-2018.
The national institute for standards and technology (nist) communications technology laboratory (ctl) has a requirement for a commercial lte vepc and nr v5gc emulators. Long term evolution (lte 4g) technology and 5g new radio (5g nr) are significant factors in almost all proposed spectrum sharing scenarios. To research the use of lte and nr systems in shared spectrum environments, the procurement of commercial lte, virtual evolved packet core (vepc), nr backhaul, and virtual 5g core (v5gc) software tools are an essential part of our portfolio. These tools will leverage the e-utran node b (enb) already owned by nist and will be used inside a nist laboratory. Nist envisions using these tools for both conducted and radiated user equipment (ue)research for lte and nr systems. As this is a research effort (and not a commercial deployment), having the ability to use the vepc and v5gc to bring enbs and 5g node bs (gnb) on-air are essential to have a working lte and nr system.
