Expression of Interest are invited for Green Hydrogen Roadmap for Himachal Pradesh. Publication Date: 01-Dec-2021 Expression of Interest Deadline: 21-Dec-2021 As decarbonization of the economy becomes increasingly significant, low carbon sources of energy will have an important part to play. Green Hydrogen (Gh2), which results in no carbon emissions when produced from renewable energy, is being globally recognized as an important enabler for a clean energy transition. There are economic and technical challenges associated with production and consumption of green hydrogen. These, however, can be overcome by technological advancement and scale, which is the focus of current and future initiatives in India. With abundance of water, renewable energy especially hydropower and skilled workforce, a functioning hydrogen economy can be realized within Himachal Pradesh. This can enable the state to play a significant role in the much-required clean energy transition at the national and global level. Himachal Pradesh is in a unique position to take advantage of the growing momentum behind hydrogen, its competitive advantage include: a. High renewable energy contribution from low cost reliable solar and hydropower b. The states unique position of combining hydro and solar can enable a Gh2 industry much sooner, and likely at lower costs [as it can support a higher Capacity Utilization Factor (CUF) for electrolyzer] as compared to other states in India c. The state has access to abundant fresh water d. It has existing industrial clusters and supporting infrastructure which can support consumption of Gh2 produced in the state e. Availability of skilled workforce and good educational and research institute f. Ability to deploy additional private and public investment (which would accompany the establishment of a hydrogen economy) within diverse sectors of the economy, ranging from tourism to manufacturing, and garner concomitant economic and employment benefits. With the above background, the World Bank is envisaging to engage the services of a consulting firm with an objective to allow the World Bank in assisting Himachal Pradesh to explore the opportunities and understand the constraints as well as finding pathways for adoption of Gh2 by developing a roadmap for the state.
