Expression of Interest are invited for Environment & Social Scoping Consultant for Transmission Project in Odisha. Issue Date and Time: Feb 28, 2024 13:48 Closing Date and Time: Mar 13, 2024 22:59 The Present Peak Demand of Odisha is 6400 Mw; Which is Estimated to Rise Sharply to 9780 Mw by the End of 2032 Supported by Proactive Policies by the State to Promote Industrialization; Expansion of Ancillary Trade and Business Activities; Rural Electrification and Rise in Urbanization. To Ensure the Offtake of Power at the Load Centers; Optcl Odisha Power Transmission Corporation Limited (Optcl - the State-Owned Entity Responsible for Transmission of Electricity in the State of Odisha) is Considering Augmenting its Transmission Asset Base by Building Several Ehv Lines and New Substations in the Next Five Years. Optcl Wishes to Construct a 345-Circuit Kilometer 400 Kv D/C Transmission Line from Narendrapur - Theruvali - Jeypore including the Capacity Expansion of the Existing Grid Substation at Theruvali to 400kv under the Tariff-Based Competitive Bidding (Tbcb) Regime through Private Sector Participation (“Project”). The Project has been Approved by the Central Electricity Regulatory Commission; Government of India (Cerc). Ifc will be Engaged by Optcl to Structure a Sustainable and Bankable Project for the Construction; Operation; And Maintenance of the Project to be Done under Public Private Partnership Mode. Ifc-S Scope of Work Includes Detailed Technical; Legal; E&S and Regulatory Due Diligence and Advise on a Bankable Transaction Structure and Bid Process Management. In this Context; Ifc is Seeking the Services of Environment & Social (E&S) Consultant that will Assist Ifc with E&S Scoping to Preliminarily I) Identify Key Environmental and Social Risks and Impacts Associated with the Project; Ii) Provide Preliminary Identification of Possible Mitigation Measures to Mitigate the Risks Consistent with National Legislation and Ifc Performance Standards; Iii) Detail the Scope of Work of Any Additional Studies Needed and Prepare Their Tor; And Iv) Propose a Risk Allocation Strategy Based on the Risks Identified v) Identify All Communities of Indigenous Peoples within the Project Area of Influence Who may be Potentially Affected by the Project if Fpic is Triggered and Develop an Fpic Framework Which Incorporates a Stakeholder Engagement Strategy; Based on Icp; And Outlines the Client-S Pre-Tender Obligations as Well as Commitments for Post Tender Actions The World Bank Group Reserves the Right to Publicly Disclose Contract Award Information, including but not Limited to, Name of Company Receiving the Award, Brief Description of Services, and Contract Award Amount, for Any Contract Award Valued over Us$250, 000.
