for Community Cadres from PVTG community in Jharkhand
Introduction
Trickle Up (TU), an international development organization formed in 1979, works across the globe in 18 countries in Asia, Latin America, and East Africa. It works with the mission to create breakthrough opportunities for the world-s poorest and most vulnerable people and resolves to drive large-scale change by partnering with governments, global institutions, and local organizations.
Since our founding in 1979, Trickle Up has worked with extremely poor people, guiding over 400, 000 individuals toward greater self-reliance and stability for themselves and their families around the globe. In India, Bangladesh, and Vietnam, Trickle Up has reached more than 200, 000 extremely poor women since 2014 with economic and social inclusion programming. We began working in India in 1983 and have since made it the cornerstone of our regional work, with projects in 22 districts of Jharkhand, Odisha, and West Bengal states—and particularly in the deeply rural, isolated areas that are home to many members of scheduled castes and Particularly Vulnerable Tribal Groups (PVTG).
Particularly Vulnerable Tribal Groups (PVTG)
PVTG is a sub-classification of Scheduled Tribes, who are most vulnerable in comparison to the other Scheduled Tribe communities and largely reside in isolated, remote and difficult-to-reach areas in small and scattered habitats. They depend on various livelihoods such as food gathering, hunting, livestock rearing, shifting cultivation and artisan works - mostly related to the forest. This sub-category was named "Primitive Tribal Group". In 2006 the Government of India proposed to rename the "Primitive Tribal Group" (PTG) as “Particularly Vulnerable Tribal Group" (PVTG). There are a total of 75 groups identified as PVTG by the Government of India.
The Government of India follows the following criteria for the identification of PVTGs:
Pre-agricultural level of technology
Low level of literacy
Very poor economic conditions
A declining or stagnant population
Background
Trickle Up has been working with the PVTG communities for last 5 years with the support of JSLPS. One of the strategies to reach out to the PVTG communities was through the creation of Community Cadres, who were supposed to be better positioned to understand the plight of their communities and act as enablers of change. And thus, the youths, who were better educated than the rest of the communities and were passionate to change the adversities got a chance to play this role.
Purpose/Specific Objectives
Trickle Up wants to hire an agency to develop a training module on “Vision & Confidence Building and Handholding, Mentoring & Coaching of PVTG Households” which refer to wide-range of personal and interpersonal skills. Intensive and tailored training is critical to equip the Community
Cadres with the capacity and knowledge to motivate participants and boost their confidence. Training for Community Cadres should be easily understandable for individuals with low educational levels and should be highly interactive.
Two broad objectives of this assignment are:
To develop a training module to improve the knowledge and enhance the skills of the Community Cadres for:
1. building the vision and boosting the confidence of the PVTG participants
2. handholding, mentoring and coaching of the participants to build their understanding and capacity to graduate out of abject poverty
To conduct ToT/Training Workshop for state-level empanelled State Master Trainers (SMTs) who will further impart training to the Community Cadres and to project staff who will assist the Community Cadres in implementation
Scope of Work
The selected organisation/agency/institution will conduct a dipstick need assessment/gap analysis of the Community Cadres in the program. Based on the assessment, develop a comprehensive and interactive training module (4 days) on “Vision & Confidence Building and Handholding, Mentoring & Coaching of PVTG Households” in Hindi. The structure of the training modules will include background, overall objectives, session objectives, justification, methods of conducting training sessions, contents of training sessions, reference documents, training materials, methods of evaluating the training program etc. The service provider will be expected to work in close collaboration with Trickle Up team to make sure the final training package results in a harmonized output and must undertake the following:
1. Role of Community Cadres and guidance for them
2. Time Management skills of Community Cadres
3. Confidence & vision building and motivation of the participants by Community Cadres
4. Mentoring of participants and its importance - Phases of mentoring
5. Coaching model and good coaching practices - Phases of coaching which includes coaching & facilitation techniques
6. Weekly meeting guidance
7. Supervision skills of Community Cadres
8. Technical skill knowledge of Community Cadres
9. Life Skills knowledge of Community Cadres
Develop, design and produce a Trainer-s guide of the training to make sure the components are covered and reflected in the new training approach. The content should be provided in Hindi.
Co-facilitate with Trickle Up team in organizing and facilitating one Training of Trainers (TOT) workshop for 2 days for training the state-level empaneled State master Trainers (SMTs) and project staff. The agenda and session plan of such training will be based on the output of item number (III) (Trainer-s guide).
Develop one assessment of the training module listed above under item number (II). This will be used for state-level empaneled State Master Trainers (SMTs) and project staff who will receive the ToT to self-assess the acquired information and knowledge following the completion of the ToT/Training Workshop.
Key Deliverables
Comprehensive and interactive training module, with four days training curriculum for the Community Cadres and Trainer-s guide for the training, developed and submitted
One TOT workshop (2 days) completed, and reports submitted, including post-training evaluation and assessment

Expected Profile of the Organization/Agency/Institution
The successful agency will have the following qualifications:
The organization/agency/institution will have at least 9-10 years of prior work experience in carrying out similar exercises with the PVTG communities or other vulnerable communities. Demonstrated knowledge and experience in conducting need assessments and developing training modules etc.
The organization/agency/institution has demonstrated experience in developing innovative and interactive training modules, including in designing, developing and implementing training products for frontline cadres.
Experience in developing and delivering targeted handholding, mentoring & coaching training for a range of different audiences
The organization/agency/institution must be a team comprised of qualified experts, with a demonstrated track record in developing high-quality training and learning materials
Be able to meet deadline and complete assignment within the stipulated timeframe.

The organization/agency/institution shall submit its best price offer/ proposal (maximum 10 pages) in accordance with the ToR and shall contain the following:
Cover Letter signed by a person authorized to sign the contract on behalf of the organization/agency/institution.
Profile of the organization/agency/institution
Summary of Relevant Experience - list current and previous relevant projects.
CVs of the team leader and key members of the team who will be involved in need assessment, developing the modules and conducting ToT workshop
Understanding and interpretation of the Scope of Work, Approach, and Implementation plan with details of the methodology including timeline
Budget - Explain the rationale behind the numbers and give a breakup for each exercise inclusive of travel, lodging & boarding
Payment and Payment Schedule
25% upon signing the agreement.
50% payment upon submission of the training modules
25% payment upon completion of ToT workshop and submission of post-training evaluation and impact assessment
