Tenders are invited for Developing Position Paper. UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA-s strategic plan focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices. Rajasthan is one of the focus states for UNFPA and UNFPA is working with different departments in the State since 1979 on sexual and reproductive health and rights and gender equality. Acknowledging the potential of the large young population of the state, UNFPA, in collaboration with Centre for Community Economics and Development Consultants Society (CECOEDECON), is providing technical support to Rajasthan Youth Board, Government of Rajasthan to anchor the process of formulation of state new Youth Policy To put forward the evidences and enable discussions on emerging youth issues of Rajasthan, it is proposed to develop 4 position papers (in English) on following thematic areas with focus on youth (15-29 years) of Rajasthan: Education Employment and Entrepreneurship Health Gender, Inclusion and Diversity Methodology and Scope of Work: The methodology will involve literature review of secondary sources of information and meetings, consultations and focus group discussions with relevant stakeholders after discussions with UNFPA.The scope of work includes: Desk Review - Conduct desk review to collate demographic indicators and other data on the theme from credible sources including government, academic, UN and other reputable websites for data/ indicators/ cross sectional analysis, opinions or expert views, information, facts on the issue. Draft Structure/ Template -Based on the desk review, develop a summary and a draft structure for each position paper including situational analysis, key supporting evidence/ data (segregated on the basis of gender, caste, religion and socio-economic status) to be used to build up a case for opinion/ position.Each position paper must also provide recommendations/ suggestions to be incorporated in the policy. If required, the consultant/ agency to organise consultations with CSOs, key departments and other stakeholders. Develop Position Paper -Each position paper to be developed ensuring that there is substantial evidence supporting the position. The position papers must also address the opposing view with counter evidence. Deliverables: Position Papers on each theme - each position paper must be comprehensive, around 25 pages each. A brief power point presentation on each theme Time Frame: Desk review to be completed 3 weeks from the award of contract. Outline/ Template of each position paper to be submitted within 1 week of receiving inputs and finalization of desk review. First draft of each position paper to be submitted withing 2 months of finalization of the template/ outline. It is suggested to use illustrations, photos, graphs to make it interesting and effective. Second draft of each position paper to be submitted within 1 month of receiving inputs on first draft Confidentiality and Proprietary Interests The consultant/Agency shall not either during the term or after termination of the assignment, disclose any proprietary or confidential information related to the consultancy without prior written consent. Proprietary interests on all materials and documents prepared by the consultants/Agency under the assignment shall become and remain properties of UNFPA. Terms & Conditions The consultant/Agency to ensure developing a high-quality position paper that is concisely written and analytical and that presents data in charts and tables if any in a manner that provides the necessary evidence to support the arguments made in the text in each position paper. As the assigned work will be of time bound nature, it will be required to be provided within the prescribed time limit while maintaining the quality. Corrections, if any, are to be carried out by the consultant/ agency at their own expenses. No payment/compensation etc. would be given for carrying out corrections. Source to be provided for data, illustrations, photos, graphs that are a part of the position papers. The selected consultant/ agency would work from their premises. All man power/ equipment/ hardware/software etc. required for the assigned work should be arranged by the consultant/ agencyat their own cost. Fee/ quote for development of position papers should be quoted for each paper in the proposal and budget. No other payment, whatsoever, will be made for any activity/visit connected with the work other than the agreed fee.
