Project: Design and Implementation of activities for youth on school-to-work transition in six States of India,
Assignment Title: Selection of firm to execute State Level Activities across six states: Himachal Pradesh, Rajasthan, Kerala, Madhya Pradesh, Maharashtra, and Odisha.
Expression of Interest submission deadline:
1. The World Bank has set up a Multi-Donor Trust Fund (MDTF), aligned to the US$ 500 million loan support to the Ministry of Education (MoE) for Strengthening Teaching and Results for States (STARS) Project being implemented in six States. The MDTF will facilitate school to work transition through identifying innovation in skilling, vocational education, and training solutions.
2. The MDTF intends to hire a Consultant to function as implementation support agency and work with the six STARS Project States of Himachal Pradesh, Rajasthan, Kerala, Madhya Pradesh, Maharashtra, and Odisha to undertake innovative and scalable initiatives for school-to-work transition and skills development.
3. The total contract amount available for activities in the six States will be US$ 1.2 million, with periodic disbursements over the course of one (1) year.
4. The expected start date of the assignment is May 15, 2022 with implementation period of one year, with the potential l for extension if required.
5. The detailed Terms of Reference (TOR) for the assignment is attached.
6. The World Bank Group invites eligible firms to indicate their interest and submit Expression of Interest for providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Please note that the total size of all attachments should be less than 5 MB
7. The shortlisting criteria are:
(i) General Experience of Consultant
The Consultant should be in core business of providing consulting/training services. Number of years in such business as on March 31, 2021, shall be furnished, duly certified by the Company Secretary or the equivalent official.
(ii) Specific Experience of Consultant in a similar role in minimum two similar projects in the last five years (i.e., FY 2016-17. 2017-18, 2018-19, 2019-20 and 2020-21.)
a) Consultant shall have experience with whole school transformation projects with State Governments in India, developing vocational skills porgrams, providing vocational training with experience of creation of blended learning materials relevant in the context of content delivery during COVID 19 period.
b) Lists of contracts implemented in last 5 years/under implementation, with details of the assignments, values, contacts names, contact numbers of respective Clients and Clients Certificates of satisfactory performance of the assignment shall be submitted with the Expression of Interest (EOI).
c) Consultant shall confirm that it has no objection to the World Bank contacting its previous/existing Clients.
(iii) Consultant shall submit with the EOI, Statement of Annual Turnover in the last 3 completed financial years (i.e., 2018-19, 2019-20 and 2020-21) with break-up of revenues from the Consulting assignments which shall at the minimum be INR 150 million (or equivalent of US$ 2 million) in each of the said three years. The Statements of Turnover and break-up of revenues from Consulting assignments shall be certified by the Chartered Accountant.
(iv) Financial soundness of the Consultant as evidenced by the last three years (i.e., 2018-19, 2019-20 and 2020-21) audited balance sheets/financial reports. Consultant should not have incurred a loss in any of these three years.
(v) Technical and Managerial capability of the Consultant evidenced by the organisation set-up and staffing.
(vi) Qualifications of Key Personnel (team of specialists) available to carry out the assignment.
8. Consultants shall submit with the EOI, the documents relating to incorporation of the business entity, and other documents mentioned in Para 6 above in support of the experience claimed by them.
9. The EOI shall confirm that neither the Consultant nor any of its Affiliates are engaged already or shall engage in future in any assignment which by its nature may be in conflict with this assignment and that this assignment has no conflict with their own corporate interests.
10. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
11. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method.
