The Shivpuri Solar Park, proposed as a 1000 MWsolar-plus-storage project by Rewa Ultra Mega Solar Limited (RUMSL), will bedeveloped on government land in Shivpuri District, Madhya Pradesh. The parkwill consist of multiple units combining solar panels with co-located batteryenergy storage systems (BESS), which may also be set up at a site arranged bythe developer anywhere in India. Power from the project will be procured byMadhya Pradesh Power Management Company Limited (MPPMCL), which has expressedits preference for assured evening peak power supply (4 hours) during the sixmonths from October to March. For the remaining months, a tie-up with UttarPradesh Power Corporation Limited (UPPCL) is planned. If an agreement withUPPCL is not finalized, RUMSL will explore alternatives, including partnershipswith other state DISCOMs to meet complementary demand or full offtake byMPPMCL. IFC will be engaged by RUMSL to develop the 1000 MWsolar-plus-storage project under the Public Private Partnership (PPP) model.IFC-s scope of work will include technical, legal, commercial, and regulatorydue diligence, advising on a bankable transaction structure, and managing thebid process. In this context, IFCis seeking the services of a specialized team of Commercial Consultants toassist with the regulatory and commercial structuring and due diligence of a1000 MW solar power project integrated with a Battery Energy Storage System(BESS). The scope of work includes evaluating potential power off-take options, calculating solar park charges, assessing power dispatch strategies topotential power procurers, and providing commercial inputs to secure projectapprovals. Additionally, the consultants will address regulatory and commercialconsiderations specific to the BESS component, including its integration withsolar generation, impact on grid stability, and overall commercial viability.
