The Government of Odisha (GoO); during the Make in Odisha event in 2022; announced its Renewable Energy (RE) Policy that has a target of adding 10 GW of renewable power by 2030. Presently; Odisha has dominant thermal energy mix and imports RE from other States to comply with the solar and wind Renewable Purchase Obligation (RPO). Odisha being an agricultural state faces difficulty in developing ground-mounted large-scale solar projects due to the unavailability of wasteland. The pragmatic alternative for solar deployment in the state is Floating Solar Photovoltaics (FSPV) as the FSPV potential of Odisha is estimated at ~ 18 GW across 142 reservoirs.IFC will be engaged by Grid Corporation of Odisha (GRIDCO) to develop ~1000 MW equivalent of FSPV projects at multiple locations/reservoirs in the State on Public Private Partnership (PPP) mode. IFC-s scope of work includes screening of sites for FSPV transactions and for each transaction undertake technical; legal; commercial; and regulatory due diligence; advise on a bankable transaction structure and bid process management. In this context; IFC is seeking the services of a specialized team of Commercial and Regulatory Consultant that will assist IFC with regulatory and commercial structuring and due diligence; including preparation of DPR for MNRE approval; demand/supply assessment of potential off-taker; power dispatch; optimization of evacuation infrastructure; commercial inputs to secure project approvals
