Odisha State Medical Corporation Limited (OSMCL), under the Department of Health & Family Welfare, Government of Odisha, serves as the centralized procurement and supply chain agency for essential drugs and surgical consumables across public health facilities in the state. As the implementing body for the Government-s flagship “NIRAMAYA” Free Medicine Distribution Scheme, OSMCL manages end-to-end procurement, warehousing, and distribution. Despite significant progress under the NIRAMAYA Scheme—launched in 2015 to provide free medicines to patients in public healthcare facilities—challenges persist in ensuring timely availability and quality of drugs due to supply chain inefficiencies. These include inadequate storage infrastructure, poor inventory management, and limited technical capacity.To address these issues, Odisha State Medical Corporation Limited (OSMCL) intends to strengthen its logistics network by developing a robust infrastructure of greenfield Scientific Drug Warehouses (SDWs) across the state in PPP mode (“Project”).IFC intends to engage a Consultant to undertake a pre-feasibility assessment for the Project to determine the (i) long term warehousing capacity1 need of OSMCL; (ii) configuration and layout of different type of warehouses that could cater to the demand along with capex and opex for each type and (ii) bankable PPP business models with scope and risk allocation between public and private sector.
