Bidders are advised to carefully review the ATC in its entirety, as several terms and conditions have been revised in accordance with the latest guidelines, directives, and policy provisions. Bidders/Buyers are required to make all payments directly to NCL (except the pre-bid EMD), in accordance with the terms specified in the "Acceptance Letter" or "Sale Order" issued by NCL. Auction Detail: For more detail, please refer the attached documents Payments to NCL by the bidder must be deposited through NEFT/RTGS. In case of any conflict between any of the provisions of General Terms and Conditions for the Forward Auction of GeM (GTC), Additional Terms and Conditions (ATC) of Northern Coalfields Limited (NCL) will supersede the GeM GTC. Before making payment beyond the due date, bidders are required to consult NCL for assistance in calculating the exact penalty charges and relevant taxes as applicable and to seek approval for extension for submitting the Sale Value, as applicable. Subsequently, bidders must notify NCL via email regarding the payment specifics. It may be noted that the Intimation Letter/ Sale Acceptance Letter from the Seller/Auctioneer can be released only after receipt of transaction charge at GeM. Vehicles will be auctioned through Registered Vehicle Scrapping Facility (RVSF) Centres only. For scrapping of vehicles, the detailed procedure laid down in the Motor Vehicles (Registration and Functions of Vehicle Scrapping Facility) Rules, 2021, dated 23.09.2021, issued by the Ministry of Road Transport and Highways (MoRTH), GoI, and its amendments issued from time to time, will be followed. For purchase of Hazardous scrap materials like batteries, burnt oil etc. the perspective bidders must have MOEF/SPCB/CPCB registration certificate or any other certificate required for such items. The certificates must be valid on the date of e-auction as well as lifting of the hazardous scrap materials. It will be the responsibility of the bidders to ensure that they are in possession of all requisite clearances/ certificates/ documents in order to fulfill various requirements of Govt. of India in regard to materials purchased by them.
