Description of the Assignment: This Individual Contract Framework Agreement (ICFA) aims to provide on-demand services to support the UNCDF Senior Management team on various programmatic engagements, implementation, and advisory services. Under the supervision of the External Relations Advisor and working closely with the UNCDF Management Team, the Consultant will perform the following tasks on a call-off basis:(i) Provide strategic guidance and advisory services, (ii) Draft guidance, policies, tools, and procedures to improve UNCDF's Supplementary Guidance, focusing on developing or enhancing new blended finance instruments, (iii) Develop and deliver training modules to UNCDF staff and personnel on new policies and instruments, (iv) Advice on deepening engagement and collaboration with private and public sector partners of UNCDF, (v) Guide and advise on improving UNCDF's country presence in programme countries, (vi) Contribute to developing a blueprint to establish or improve UNCDF at the country level in accordance with corporate requirements and values, (vii) Provide advice on programme management and implementation to UNCDF regional and global teams, (viii) Develop innovative reform ideas, such as strategic delivery units, to improve program implementation and lower transaction costs, (ix) Develop a best-fit structure for implementing UNCDF global projects, (x) Conduct or participate in in-country missions when a...
