GENERAL PROCUREMENT NOTICE Republic of India Andhra Pradesh Rural Inclusive Growth ProjectLivelihoods, Human Development and Social Entitlement -Multi-Sector GENERAL PROCUREMENTNOTICECredit No??. Project ID No: P152210 The Government ofIndia has applied forfinancing in the amount of US$ 75 millionequivalent from the World Bank toward the cost of the Andhra Pradesh Rural Inclusive Growth Project (APRIGP), and it intendsto apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under thisproject. The project will include the following components: Component 1: Value Chain Enhancement through ProducerOrganizations The focus of this component will be toadd value through investment in economic organizationsof small and marginal farmers like producer organizations and producercompanies and investments in value addition, quality enhancement and partnerships with agribusiness enterprises in private andcooperative sectors. Special programs will be developed for promoting economic organizations focused on tribal and indigenousproducers. Value chain approach will be adopted in key sub-sectors like agriculture (grains like paddy, red gram etc.), which havepotential to scale up and impact large number of poor households. Component 2: Human Development This component will invest in a''''lifecycle approach'''' to achieving MDGs in health and education, with main focus on various phases of an individual''''s life, andspecifically target poor households and vulnerable segments of the population (such as adolescent girls, pregnant women andchildren under two years of age) that may not have benefitted adequately from previous government interventions.. This componentwill finance TA, institution building, one time revolving grant and robust Mu0026E including Impact Assessment Systems to assessimpact ofvarious interventions. Component 3: Accessto Entitlements and SocialDevelopment This component will invest inleveragingexisting institutional platform to ensure reliable and universal access to entitlements and public services like food security, MNREGS, social pensions, scholarships, etc. This will support convergence strategies with the government departments and agree uponbusiness process re-engineering for streamlined enrollment processes and delivery of key entitlements.
The key organizingprinciplesfor this component include the following: (i) engaging community institutions network for mobilizing eligible clientsfor entitlement and public services, (ii) single stage enrollment for package of entitlement schemes, (iii) arranging IEC, counseling and support services, (iv) Leveraging ICT for predictable service delivery, and (v) social accountabilitymechanisms. Component 4: ICT and Partnerships The objective of this component will beto improve the performance of project implementation and enhance coordination mechanisms with supply/demand side partnerinstitutions by providing them the technical assistance, strategic advisory and knowledge management serviceswith national andinternational expertise in the above three areas. . This will makestrategicinvestments in ICT and m-Governancesystems to develop state of the art IT platform for hosting and delivering variety ofproject services like management information system (MIS), decision support systems (DSS), financial management system (FMS), etc. This digital grid connecting village to theState level will be Aadhar (UID) enabled and will be leveraged to deliver ICT based services to rural poor households in the lastmile.Component 5: Project ImplementationSupport The objective is to strengthen the project implementation and will finance dedicated staffing for the project activities thatare attributable to outcomes of the project, consultancies, training and related material, office equipment, and operationalcosts. It will also support establishing Monitoring, Evaluation and Learning (MEL)systems, Financial Management systems, Procurement Management, Governance and Accountability Systems, Knowledge ManagementandCommunication, etc. Goods and Consultancies to be procured will include but not limited tothe following:-Laptops, Desktops, UPS, Solar chargers, Tablets, Printers u0026ScannersTSA for Producer Groups, Retail Chain, Data Analytics, u0026 PoultryDevelopment. Procurement of contracts financed by the WorldBank will beconducted through the procedures as specified in the World Bank''''s Guidelines:Procurement under IBRD Loans and IDA Credits, Jan 2011, revised July 2014, and is open to all eligiblebidders as defined in the guidelines. Consulting services will beselected in accordance with the World Bank''''s Guidelines: Selection and Employment of Consultants by WorldBankBorrowers, Jan 2011, revised July 2014.
