TBD Project ID No P149182 The Department of Public Service Management, Government of Madhya Pradesh, Bhopal hasapplied for financingin the amount of US$ 34.12 million (INR 2100 million) equivalent from the World Bank toward the cost of theStrengthening Lok Sewa Kendras (LSK): Guaranteeing Timely and Accountable Public Service Delivery in MadhyaPradesh, and it intends to applypart of the proceeds to payments for goods, non-consulting and consulting services to be procured under this project.This project will bejointly financed by the Governmentof Madhya Pradesh, Bhopal.
The project will include two complementary components: - Component1: Results-based financing component that willreimburse the government for non-procurable expenses and disburse against results; and- Component2: Technical Assistance component that willprocure consulting services, non-consulting services and equipment to support the achievement of results. Component1 includesthe following subcomponents:1. Access to Services and CitizenOutreach. This subcomponent aims tofacilitate access to public services through an expansion of the LSK network at the sub-block level, the development of multipleservice delivery channels and citizen outreach campaigns. More specifically, this component will support the following activities:(i) Integrating several e-service deliveryinitiatives (MP online, Citizen Service Centers) and upgrading existing facilities toperform LSK functions; (ii) Improving connectivity to support online provision of services statewide; (iii) Conducting Citizenawareness campaigns and targeted outreach efforts; and (v) Developing a feedback module to gather inputs directly fromusers.2. Integration of GovernmentSystems. This subcomponent aims tofoster the integrationof government services, and streamlining of internal procedures. Activities supported under this result areainclude: (i) Mapping of government systems related to Public Service Guarantee Act (PSGA); (ii) Database optimization andinteroperability framework; (iii) ICT infrastructure (including disaster recovery and cloud computing based architecture); (iv)Business process reengineering and notification of additional services; (v) Developing web and mobile platforms to provide servicesnotified under the PSGA; (vi) Capacity building activities for Line Departments, Public Service Management Department (PSMD) and District Administration; and (vii)Change management activities to gather support from stakeholders.3. PerformanceManagement. This subcomponent aimsto promote evidence-based decision making by strengthening monitoring and evaluation systems, incorporating citizen''''s feedback andpromoting the use of service delivery data for decision making. Activities to be supported under this result area include: (i)Establishing a monitoring and data analysis cell at the Institute for Good Governance; (ii) Improving monitoring and evaluation(Mu0026E) tools; (iii) Developinga dashboard and producing service delivery and performance reports for different users; and (iv)Capacity building activities for State Agency for PublicServices (SAPS).Component 2 will provide funding for consulting and non-consulting services, and acquisition ofgoods, equipment, consulting and non-consulting services to support the achievement of results in the abovementioned areas.
Theprocurement of contractsfinanced by the World Bank will be conducted through the procedures as specified in the World Bank''''s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligiblebidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank''''s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (currentedition).[1] Specific procurement notices for contracts to be procured under the World Bank''''sinternationalcompetitive bidding (ICB) procedures, national competitive bidding (NCB) and for contracts for consultancy services will beannounced, as they become available, in UN Development Business and dgMarket, appropriate websites ofGovernment of MP and in localnewspapers In accordance with the provision in the guidelines.
