Tamil Nadu Transmission CorporationLimited (TANTRANSCO), the state-owned transmission utility of Tamil Nadu, intends to monetize its existing transmission assets to recycle capital andattract private sector participation. IFC will support TANTRANSCO in designinga bankable PPP framework for monetizing selected transmission assets under theAcquire, Operate, Maintain, and Transfer (AOMT) model as per the Ministry ofPower, Government of India-s 2022 guidelines on transmission assetmonetization, with necessary deviations to address implementation challenges, broaden bidder participation, and optimize pricing outcomes. The assets identified for monetization underthis Project include: i. 765 kVAriyalur Substation (SS) ii. 765 kVtransmission line from Ariyalur to Thiruvalam SS, spanning 173.56 kilometers iii. 400 kVtransmission line from Ariyalur to Pugalur SS, covering 3.58 kilometers iv. 400 kVtransmission line from Ariyalur to Kalivanthapattu SS, covering 3.64 kilometers In this context, IFC is seeking the services of aspecialized team of Environment and Social (E&S) consultants to assist withthe E&S scoping of the project. The scope of work will include a review ofexisting environmental and social studies, documents, and procedures;identification of key E&S risks, potential impacts, and correspondingmitigation measures—including gender-supportive actions such as the developmentof gender-based occupational health and safety (OHS) standards; anddetermination of the applicable IFC Performance Standards (PSs).The assignment will also involve site visit(s) to undertake preliminarystakeholder analysis, identify E&S risks and impacts, assess the presenceof any residential structures adjacent to the transmission lines, and evaluatepotential biodiversity risks.
