Auction Brief: E-Auction of Unserviceable Items: Sustainable e-Waste Management The Office of the Postmaster General, Agra Region, Agra is inviting online bids for the Forward Auction of E-Waste (unserviceable items including laptops and related electronic equipment) through the Government e-Marketplace (GeM) portal. The auction will be conducted on an "AS IS WHERE IS" basis, which means the items will be sold in their current condition. Objectives • To dispose of obsolete and unserviceable e-waste items through a fair and transparent process. • To ensure the environmentally responsible handling of e-waste as per government regulations. • To invite qualified and compliant recyclers and dealers for participation.

Auction Detail: Mandatory Documents for Participation: The following documents must be submitted by all bidders: Company Registration Certificate or valid Trade License. Copy of valid Aadhaar, PAN, and GST certificates. Earnest Money Deposit (EMD) in the form of Demand Draft or Bank Guarantee from any nationalized or scheduled bank of Rs. ₹20, 250/- in favour of Senior Postmaster, Agra HO, Agra. The original must be submitted within the timeline. For exemption, valid documents must be provided per GeM guidelines. Valid registration certificate issued by CPCB or SPCB for e-waste recycling. Duly signed Auction Notice and associated documents. Declaration regarding blacklisting or non-blacklisting status (Annexure-B). Authorization letter, if the documents are signed by a representative other than the bidder. Submission Guidelines Bids must be submitted on the GeM portal at least four hours before the auction closing time. A scanned copy of the EMD must be uploaded on the GeM portal. The original EMD must be submitted physically within five days after the bid submission deadline. MSME-registered firms may be exempt from submitting EMD if they provide valid documentation. All documents must be signed by the bidder or an authorized representative. If a representative signs, a proper authorization letter must be enclosed. Important If any required document is missing or not submitted, the bid will be disqualified. The auction will be conducted as scheduled on the GeM portal. All items listed in the annexure will be sold as one single lot. Bidding for individual items is not allowed. Bidders may inspect the items during working hours from 21/05/2025 11:00 hours to 29/05/2025 16:00 hours. The full bid amount must be paid within seven working days by the successful bidder.
