The European Bank for Reconstruction and Development (EBRD) intends to provide a sovereign loan up to EUR 180 mln to the Arab Republic of Egypt (the Borrower), to be on-lent to the state-owned Egyptian Electricity Transmission Company (EETC, or the Sponsor) for the construction of three (5) new substations in Upper Egypt, West Delta and Cairo in Egypt.. 
The Project is part of the Egyptian national grid strengthening plan in these areas to help optimise power flows and reduce transmission losses, connect the new renewable energy plants and state-of-the-art combined cycle gas turbines being built near the substations and contribute to improving the overall energy efficiency and carbon footprint of the power sector in meeting the expected increase in energy demand in the next 5-10 years.. 
The project has a total estimated cost of about EUR 180 mln, and will require the procurement of the following goods, works and services:. 
a) construction of 5 substations i.e.:. 
(i) El Sadat 500 kV substation in Menofia Governorate;. 
(ii) West Mallawy 500 kV substation in Upper Egypt;. 
(iii) New Atfih 500 kV substation in South Cairo;. 
(iv) Shebeen El Kom 500 kV substation in West Delta region; and. 
(v) Abo Talat 220 kV substation in West Delta region;. 
b) consulting services to assist the Project Implementation Unit.. 
The procurement process for the Consultant is planned to be initiated during 3rd Quarter of 2018, and the construction components during end of 2018 or beginning of 2019.. 
Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank"s Procurement Policies and Rules and will be open to firms from any country. SUBJECT: Invitation to Submit Proposal for the Procurement of Operation and Maintenance Service Contract for the Malaya Thermal Power Plant located at Pililia, Rizal (Project Reference No. 2018-NP2FB-OMSC-MTPP-007-03).

The Power Sector Assets and Liabilities Management (PSALM) Corporation is inviting your company to submit a proposal for the Operation and Maintenance Service Contract (-œOMSC-) for the Malaya Thermal Power Plant (MTPP) under Negotiated Procurement, with an Approved Budget for the Contract (ABC) of TWO HUNDRED THIRTEEN MILLION PESOS (PHP213,000,000.00), inclusive of VAT. 

Delivery of the Goods and Services is required for one (1) year upon the effectivity of the Contract. 

In this regard, may we invite your company to submit a proposal for this project based on the requirements set in the Terms of Reference (Annex -œA-). 

Your proposal shall include certified true copies of the following documents: 


1. PhilGEPS Certificate of Registration and Membership (Platinum Membership) in accordance with Section 8.5.2 of the IRR; or 
i. Registration certificate from the Securities and Exchange Commission (SEC), Department of Trade and Industry (DTI) for sole proprietorship, or Cooperative Development Authority (CDA) for cooperatives. 
ii. Mayor`s/Business permit for 2018 issued by the city or municipality where the principal place of the business of the prospective bidder is located, or the equivalent document for Exclusive Economic Zones or Areas. 
iii. Tax Clearance per E.O. No. 398, s. 2005, as finally reviewed and approved by the Bureau of Internal Revenue (BIR). 
iv. Audited Financial Statement, stamped -œreceived- by the BIR or its duly accredited and authorized institutions, for the preceding calendar year, which should not be earlier than two (2) years from bid submission. 
Or combination of PhilGEPS Certificate of Registration and Membership and the above Class -œA- Documents 
2. Statement of all its ongoing and completed government and private contracts within the period stated in the BDS, including contracts awarded but not yet started, if any (Form No.: ELIG - 01 and ELIG - 02);

e. Surety bond callable upon demand issued by a surety or insurance company duly certified by the Insurance Commission as authorized to issue such security- 5% of ABC 
6. Conformity with technical specifications, as enumerated and specified in Sections III and IV of the Bidding Documents (Form No.: ELIG-06). 
7. Sworn statement in accordance with Section 25.3 of the IRR of RA 9184 and using the form prescribed in Section V. Bidding Forms (Form No.: PSALM-02). 
FINANCIAL COMPONENT 
1. Duly Signed and completed Bid Letter Form (Form No. FIN - 01) 
2. Duly Signed and completed Schedule of Prices (Form No. FIN - 01A). 


Delivery of the Goods and Services is required for one (1) year upon the effectivity of the Contract. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. 

The Bidder must have completed a single contract that is similar to this Project, and the value of which, adjusted, if necessary, by the Bidder to current prices using the Philippine Statistics Authority (PSA) consumer price index, must be at least fifty percent (50%) of the ABC. 

A contract similar to the Project involves services of similar nature and complexity as to the operation and maintenance of a Thermal Power Plant (i.e., Coal-fired utility, Oil & Gas-fired plants Bio-fuel plants, etc.) with generation output delivered to a national grid. 


Sealed proposals must be addressed and delivered to the Chairperson, PSALM Bids and Awards Committee (BAC) c/o the BAC Secretariat, PSALM Corporation, 24th Floor Vertis North Corporate Center 1 Astra corner Lux Drives, Vertis North Mindanao Avenue Quezon City 1105. 

Submission of Proposals shall be at the 24th Floor Vertis North Corporate Center 1 Astra corner Lux Drives, Vertis North Mindanao Avenue Quezon City, on 29 October 2018 at 10:00 AM and will be opened on the same date and venue at 10:15 AM in the presence of the proponents. 

PSALM Corporation will not be responsible for any costs or expenses incurred by your company in connection with the preparation of your respective proposal.

Description : Runnymede Borough Council (`RBC`) wishes to submit a bid for funding to the National Grid WHF, to enable residents to receive grants for the installation of a full central heating system, where they currently heat their homes with room heaters or storage heaters, and to provide other energy saving upgrades such as home insulation and other heating works (the Project). 

RBC are inviting tenders from suitably qualified and experienced organisations to write the bid and manage the delivery of the Project. 

The bid window for round 3 will now open on 3rd December 2018 and will run until midday on 8th February 2019.
