Haryana has a very systematic and transparent public procurement process, adopted by government departments, state agencies, and public sector organizations to acquire goods, services, and works from qualified suppliers. The Haryana government uses the Haryana e-Procurement Portal for publishing tenders, bid submission, and contract management, which also ensures efficiency and compliance with state procurement norms.
Here, we've outlined five simple steps that define the public procurement process in Haryana.
The Public Procurement process begins when the public sector entities, state government departments, or state entities identify specific requirements for goods, services, or construction works aligned with state development.
Once the procuring agency is done with identifying the need and preparing the budget, the procuring authorities issue a tender on Haryana's official portal. While publishing a tender, they also attach a tender document defining details regarding the project, including technical specifications, terms of delivery, and conditions for submission, allowing bidders to understand comprehensive work requirements.
Authorities must also advertise these tendering opportunities through government portals and newspapers to reach a wider audience base and attract more qualified suppliers and contractors.
Once Haryana tendering opportunities are published on the e-procurement portal, vendors can submit technical and financial proposals before the required deadline.
After receiving the tenders, procuring entities first evaluate technical bids based on technical qualification, prior experience in the same field, etc. Next, the selected bidder's financial proposals are evaluated on the basis of L1 (lowest pricing) and QCBS (Quality-Cost Based Selection).
Following the evaluation, the qualified bidder may be invited for final negotiations of deliverables, timelines, and payment terms. As everything gets confirmed, the department issues a Letter of Acceptance (LoA) and signs a formal contract with the selected vendor.
As soon as the project is completed and final submissions are made from vendors, the procuring entity proceeds with a final inspection to ensure that the project is completed in adherence to all contract terms and quality standards. When the procuring authority approves and verifies the project, final payment is processed, and the contract is formally closed.
