Step 1: Needs Assessment 

The Public Procurement process begins when the public sector entities, state government departments, or state entities identify specific requirements for goods, services, or construction works aligned with state development. 

Step 2: Tender Publishing and Advertisement 

Once the procuring agency is done with identifying the need and preparing the budget, the procuring authorities issue a tender on Haryana's official portal. While publishing a tender, they also attach a tender document defining details regarding the project, including technical specifications, terms of delivery, and conditions for submission, allowing bidders to understand comprehensive work requirements. 

Authorities must also advertise these tendering opportunities through government portals and newspapers to reach a wider audience base and attract more qualified suppliers and contractors. 

Step 3: Bid Submission and Evaluation

Step 5: Final Inspection and Payment Processing 

As soon as the project is completed and final submissions are made from vendors, the procuring entity proceeds with a final inspection to ensure that the project is completed in adherence to all contract terms and quality standards. When the procuring authority approves and verifies the project, final payment is processed, and the contract is formally closed. 

Standard Guidelines and Procedures for Haryana Government

  • Bidders must obtain a DSC (Digital Signature Certificate) because Bids are required to be submitted online, encrypted, and digitally signed. Getting DSC may take you around a week, so apply for it as early as possible. 
  • To submit EMD (Earnest Money Deposit) to the procuring agency, vendors may need to provide the following details at the e-tendering web portal of the department. 

(i) A/C holder name from whose a/c payment for earnest money would be deducted by the agency. 

(ii) A/C number

(iii) Transaction ID 

(iv) Date and Time of Transaction 

(v) Amount of Payment 

(vi) Bank Name 

  • Online Bidders can submit EMD through RTGS/NEFT. The entire amount must be submitted in one instance, as partial payment won't be accepted. Moreover, bidders also need to submit documents supporting their eligibility criteria in Envelope 'ED'. 
  • All contractors or vendors interested in participating in the Haryana e-procurement process must be registered on the Electronic Tendering System viahttp://haryanaphed.etenders.in/
  • Contractors can obtain the Class II B digital certificate from any Certifying Authority or Sub-certifying Authority authorized by the Controller of Certifying Authorities.

  • If the procuring authority uses a digital certificate for signing and submitting a bid in case of online tendering, the certificate will be considered equivalent to a no-objection certificate/power of attorney to that User.
