The consultancy will undertake a comprehensive feasibility assessment for the proposed Sustainable African Centre for Investment in Health Accountability (SACIA) Observatory, including the development of an institutional model, governance framework, financial sustainability pathway, and phased implementation roadmap to strengthen health financing intelligence, foster fiscal dialogue and evidence-informed decision-making and policy reforms across AU Member States.
