Prequalifications are invited for Fire Fighting System, Clean Agent System.
This Invitation for Prequalification follows the General Procurement Notice for this project which was published on the EBRD website, Project Procurement Notices (http://www.ebrd.com/pages/workingwithus/procurement/project.shtml) on 16 October 2017
Suez Oil Processing Company (SOPC), hereinafter referred to as “the Client”, intends using part of the proceeds of extension loan from the European Bank for Reconstruction and Development, hereinafter referred to as “the Bank”, towards the cost of SOPC Energy Efficiency & Upgrade Program.
Suez Oil Processing Company (SOPC) intends to revamp and upgrade the existing Delayed Coker Complex to allow operating the complex at its original throughput of 5, 000 MTPD of atmospheric residue; also Suez Oil Processing Company (SOPC) intends to establish new VDU asphalt Unit. The Project’s units are located within the premises of SOPC refinery area, Suez, Egypt. The project will cover several upgrade steps including the following modifications that allow together the conversion of the feed’s heavy residue into the desired more valuable products such as LPG, Jet fuel, Euro 5 Diesel, Petroleum Coke.
New Vacuum Distillation Unit (VDU) to replace the existing unit.

New Distillate Hydro-treating Unit (DHTU) to replace the existing two distillate Hydro-treating units.

New Delayed Coking Unit (DCU) with all its supporting units to replace the existing units.

New Vacuum Distillation Unit to produce asphalt.

The site is located in Suez Governorate, Approximately 150KM East of Cairo and approximately 3 km to the west of the central business district (CBD) of the city of Suez.
The Client intends prequalifying firms and consortia to tender for the following contract(s), hereinafter referred to as “the Contract”, to be funded from part of the proceeds of the loan
The above lots detailed as a following:
Lot # 28- Fire Fighting System, Clean Agent System
Fire fighting Equipment:
Bidder shall design, fabricate, test, supply and guarantee a FIRE PROTECTION AND SAFETY EQUIPMENT PACKAGE as described in this brief description:
UL listed/FM approved Deluge valves complete with relevant trims, Y strainer, pressure gauges, pressure switches and solenoids

½” NPT water spray nozzles, UL listed/FM approved, Brass nickel plated, with different K-factors and spray angles.

UL listed FIRE WATER HYDRANTS as per NFPA-24 requirements, 6", wet barrel pillar (traffic type), complete with two pressure regulating valves, pumper connection.

UL listed Wet type sprinkler system as per NFPA-13 requirements, complete with alarm check valve, zone valve, flow and tamper switches.

Fire Hose boxes with its content UL listed as per as per NFPA-24 requirements

UL listed/FM approved Self Oscillating fire water monitor complete with the monitor nozzle and automatic ON/OFF valve.

UL listed/FM approved manual fire water monitor complete with the monitor nozzle and isolating valve.

UL listed Mobile Foam Unit, applicable to use 3% AFFF foam

UL listed 3% AFFF foam concentrate (1st fill)

Safety shower/Eye wash units(plumbed type) as per ANSI Z-358.1 requirements

UL listed Portable Dry Chemical, CO2 Fire Extinguishers

UL listed Wheeled Dry Chemical Fire Extinguisher

Fire Department Connection

Set of safety signs

First Aid Boxes.

Fire Blanket.

Fire Department Connection.

Total flooding automatic Clean Agent extinguishing system :
Bidder shall design, fabricate, test, supply and guarantee a clean agent extinguishing system as described in this brief description:
Total Flooding Automatic HFC227-ea Extinguishing systems for the control rooms as per NFPA-2001 requirements and all the system components UL listed for fire protection applications.

Total Flooding Automatic centralized INERGEN Extinguishing systems for the substations, battery rooms and local electrical rooms as per NFPA-2001 requirements and all the system components UL listed for fire protection applications.

The systems shall include but not limited to the following:
Clean agent cylinders and cylinder rack including the electrical/pneumatic actuators

Clean agent nozzles, piping and fittings

Clean agent switches (pressure switches, main/reserve switches, key maintenance switches).

Centralized directional valves

Agent 1st Fill

Addressable fire alarm /extinguishing control system :
Bidder shall design, fabricate, test, supply and guarantee addressable fire alarm /extinguishing control system as described in this brief description:
Addressable fire alarm /extinguishing control system for the project buildings and substations, UL listed and FM Approved as per NFPA-72 requirements, including but not limited to the following:

Addressable fire alarm control panel including processor, LCD, battery and battery charger, loop and communication cards.

Addressable fire alarm detectors and field devices such as smoke detectors, heat detectors, bell, Siren, beacon, manual alarm call point…etc.

Addressable modules (monitor, release, control and relay modules).

Clean agent Extinguishing instruments (manual release and abort switches)

Pre-wired junction boxes to collect the clean agent instruments and interconnect with the relevant addressable/extinguishing fire alarm control panel.

Fire and Gas detectors and field devices:
Bidder shall design, fabricate, test, supply and guarantee addressable fire alarm /extinguishing control system as described in this brief description
The fire and gas detectors and alarm devices shall be for hazardous area, UL listed and FM approved, complete with testing and calibration test including but not limited to the following:
Multi-spectrum IR-flame detector

IR-spot type and open path gas detectors

Toxic gas detectors

Rate compensated heat detectors

Linear heat detectors with control heads

Horn/beacon

Manual alarm call point
The Client will provide the Materials Requisitions (MRQ’s) for the above-mentioned Lots as its part of tender doc’s and will be provided at stage of Inviting prequalified applicants to Tender – Two Stage Goods and related services, except the required HP Boilers will be two stage supply and installation.
Prequalification and tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms and joint ventures of firms from any country.
