Survey on Trust in Morocco
Terms of reference for conducting the survey
A. Context
The World Bank is conducting a study on trust in Morocco in order to generate data
and analysis on social, institutional, political, and economic trust and to inform
discussions and debates on the New Development Model in the post-COVID context.
B. Survey Objective and Framework
In that context, a survey will be conducted with the aim of obtaining responses to the
following questions:
“What factors determine and drive trust in Morocco?”
“What policies and programs could help build trust in Morocco?”
The survey is organized around the following focus areas and clusters of questions:

C. Duties and responsibilities
In this context, the World Bank is seeking to recruit a firm to conduct a 50-55 closeended question telephone survey of a sample of 6, 000 respondents, age 18 and above,
representative of Moroccan society and selected using the quota method (age, gender,
socioprofessional category), following stratification by region.
The following are the projected detailed duties and responsibilities of the selected
survey firm:

1. Preparation of the Survey
 Method of administration
The firm will administer the survey via computer-assisted telephone interviews
(CATIs). The firm is expected to have the human, logistical, and technical resources to
conduct CATIs.
 Timeframe
The contract will extend over a maximum period of two months between December
2020 and January 2021.
 Sampling
The firm will be responsible for selecting the survey sample.
The projected sample size is 6000 respondents. This sample shall be representative of
Moroccan society, stratified by region and selected using the quota method (age,
gender, and socio-professional category).
The sample will be randomly selected from a registry of landline and mobile telephone
numbers (the firm selected shall provide proof of the availability of this registry during
the selection process).
If this registry is unavailable, consideration may also be given to random digit dialing
to select a sample or even to reusing preexisting samples/panels containing the
telephone numbers of respondents.
The sampling strategy shall be subject to the World Bank-s review and no objection.
 Protocol
The firm will develop a phone survey protocol, which will outline in particular the
strategy for distributing interviews among the interviewers, handling refusals and nonresponses, and tracking progress with the interviews.
The protocol shall be subject to the World Bank-s review and no objection.
 Questionnaire
The World Bank will provide the questionnaire, which will contain between 50 and 55
closed questions (between 5 and 10 of which will be sociodemographic questions).
The firm will review the questionnaire and provide feedback on its protocol and
structure (including with respect to the sequencing of questions and the length/time
allotted for interviews) as well as the wording of questions.

The firm will be responsible for translation of the questionnaire into Arabic (Darija)
and Amazigh. These translations shall be subject to the World Bank-s review and no
objection.
 Training the interviewers and test interviews
The firm is expected to have the necessary human resources to conduct the survey,
including interviewers trained in telephone survey methodology. Training will,
however, be provided by the firm, in particular interviewer training in the
administration of the survey questionnaire. To this end, field test interviews will be
conducted to familiarize interviewers with the content, structure, and protocol of the
questionnaire.
The firm shall submit the training plan and training material to the World Bank, which
shall provide its no objection prior to training, along with a report on the training
seminar, in particular on field test interviews. The protocol, structure, and content of
the questionnaire may be modified by the World Bank based on the lessons learned
during these field tests.
2. Implementation and Data Collection
 Piloting the content and protocol
The firm will be responsible for piloting the survey in order to test its content (wording
of questions, comprehension problems, translation, etc.) and its protocol and structure
(including the sequencing of the questionnaire and the length of the interview). Piloting
will entail a random sample of roughly 100 respondents (different from those used in
the main sample).
The piloting strategy shall be shared with the World Bank and will be subject to its no
objection prior to the launch of the pilot interviews.
The pilot database will be shared with the World Bank and analyzed to identify
problems (for example, low response variance) and potential errors (for example,
coding errors, missing data).
The piloting report shall be reviewed by and discussed with the World Bank. The
content and protocol may be revised/modified by the World Bank team, with the
assistance of the firm, based on the pilot interviews.
 Conducting interviews
The firm will be responsible for supervising the interviews conducted by its
interviewers and for monitoring these interviews.
The firm will establish a monitoring system to track implementation, in particular the
number of calls made, and interviews conducted and their outcomes.

Furthermore, it will implement verification mechanisms to ensure the quality of
interviews, including 10% spot checks to verify the accuracy of recorded data and
random check of interviewers, a posteriori check, etc.).
Verification and monitoring data will be shared with the World Bank and any delay or
problem with implementation of the survey shall be brought to its attention by the firm
as soon as possible.
In addition, raw data will be delivered to the World Bank on a weekly basis throughout
the data collection process to allow the World Bank team to identify data quality issues
(such as missing observations, high attrition rates, high rates of refusal) whilst the data
collection is ongoing, so that they may be corrected in real-time.
3. Data Management and Submission
The firm will submit the raw dataset (including microdata from respondent) and will
