ASSIGNMENT DESCRIPTION

The Advisory Services in Public Private Partnerships Department (CTAPA) of the International Finance Corporation (IFC) of the World Bank Group (WBG) has been requested by the Government of Ethiopia (GoE) to support as a transaction advisor in the issuance of two new full-service telecom licenses.

Once IFC Advisory is formally mandated by GoE, IFC Advisory will support the Government of Ethiopia (GoE) to issue two new licenses for the provision of a full range of telecommunication services, including mobile telephone services. The tasks will include providing advice on the selection of the most suitable structure for engagement with the private sector, sharing of common infrastructure services, proposing license conditions, drafting a call for expressions of interest from operators, supporting the GoE and Ethiopian Communications Authority (ECA) in promoting the award process via an international roadshow, assistance in carrying the award process through until licensing, and provision of general advice and support throughout the entire process.

In this regard, IFC Advisory is seeking to appoint a stakeholder management and communications firm (Consultant) to provide support in relation to the telecom market liberalization project. The Consultant will conduct a stakeholder analysis exercise and identify the risks and potential red flags of the project (e.g. political opposition, public opposition, negative media coverage, etc). The Consultant will then develop a stakeholder management and communications plan that will describe the specific actions that need to be taken to monitor, inform, and engage with stakeholders.

The Consultant will be part of the IFC Advisorys transaction team and will work under IFC Advisory coordination in collaboration with other IFC- hired consultants on the Project.
