Tenders are invited for Rehabilitation, Upgrading and Expansion Works for Nkhatabay Town Water Supply System.

1. The Government of the Republic of Malawi has applied for financing from the African Development Fund (ADF) and the OPEC Fund for International Development (OFID) toward the cost of the Nkhatabay Town Water Supply and Sanitation Project, and intends to apply part of the proceeds for this financing to payments under the contract for Rehabilitation, Upgrading and Expansion Works for Nkhatabay Town Water Supply System. The Northern Region Water Board intends to prequalify contractors for Rehabilitation, Upgrading and Expansion Works for Nkhatabay Town Water Supply System.

2. The works that will be implemented shall include upgrading of the raw water pipeline and treatment plant from 1, 500m3 /day to 20, 000m3 /day by installing a DN450mm DI pipe (150m) including anchoring the pipeline to the lakebed with concrete blocks, installing 5 No. pressure filters each with filtration capacity of 188m3/hour

including air blowing system, installing three sets of low-lift and vacuum pumps (2 duty and one standby) at the treatment plant each with discharge capacity of 380m3 /hour, installing two clear water pumps (one duty and one standby) each with discharge capacity of 94m3 /hour, installing two clear water pumps (one duty and one standby) each with discharge capacity of 580m3 /hour installing chlorine dosing system with dosing rate from 0 to 240ml/min, constructing additional clear water reinforced concrete tank with capacity of 120m3 ; upgrading of transmission pipelines by installing 29 km of uPVC and DI pipes of diameters ranging from 110mm to 400mm; construction of seven (7no.) service reservoirs with total storage capacity of 8, 050m3 at various locations with capacities of 1, 000m3 ; 4, 000m3 ; 750m3 ; 600m3 ; 400m3 ; 800m3 ; and 500m3 . (the service reservoirs shall be made of either reinforced concrete or pressed steel panels, either ground or elevated); upgrading or installing new pumping stations by installing two pumps (one duty and one standby) to convey 468m3 /hour of water, installing two pumps (one duty and one standby) to convey 65m3 /hour of water and 4 No. new booster stations to boost water to new areas and installing 8 pump sets with pumping capacities of 58m3 /hour, 36m3 /hour and 40m3 /hour; and upgrading and expansion of the distribution pipe network by installing 123km of pipelines to rehabilitate, upgrade and extend the distribution system with pipe diameters ranging from 63mm to 400mm in 8 pressure zones as well as installing 85 communal water points and construction of auxiliary buildings including office blocks, staff houses and stores.

3. It is expected that Invitations for Bid (IFB) will be issued in September 2019.

4. Prequalification will be conducted through prequalification procedures specified in the African Development Fund’s Procurement Framework for Bank Group funded Operations, dated October 2015, and is open to all bidders from eligible source countries, as defined in the Framework.

5. Interested eligible applicants may obtain further information from and inspect the Prequalification Document at the Northern Region Water Board (address 2 below) from 07:30 to 16:30 hours local time. A complete set of the Prequalification Document in English may be purchased by interested applicants upon payment of a nonrefundable fee of MWK35, 000 or US$50 or in any freely convertible currency. The method of payment will be cash or bank certified cheque paid /deposited at the Northern Region Water Board cash office or bank electronic transfer. The Bidding Documents will be collected by the interested bidder at the Northern Region Water Board (address below) from 07:30 to 16:30hours.

6. Applications for prequalification should be submitted in sealed envelopes, delivered to the address below by 18th October, 2018 at 14:00 hours Malawi time, and be clearly marked “Application to Prequalify for Rehabilitation, Upgrading and Expansion Works for Nkhatabay Town Water Supply System”.
