Tender Details

Tenders are invited for Provision of Consultancy Services as Chief Digital Solution Architect.

The Government of Malawi has received financing from the World Bank toward the cost of the implementation of a new ICT Project “Digital Malawi Program Phase I: Digital Foundations Project” and intends to apply part of the proceeds for consulting services of a Chief Digital Solution Architect.

The overall aim of the Digital Malawi project is to extend and improve access to critical ICT infrastructure for the public and private sectors; improve ICT governance; improve access to government services; and facilitate provision of e-services thereby enhancing public service delivery.

The project has three components, namely; digital ecosystems, digital connectivity (infrastructure), and digital platforms and services (e-Government). Under Component 3, the Project is expected to build the core infrastructure and capacity necessary to support digital public service delivery and to enhance the efficiency of the government-s internal operations. It is with this background that the Government of Malawi intends to engage the

services of the Chief Digital Solution (CDS) Architect.

The Chief Digital Solution (CDS) Architect will lead the design and oversee the implementation of a robust enterprise-level eGovernment solutions in Malawi. The CDS Architect will be responsible for the development of overall architecture, and overseeing the design, development, and implementing of interfaces between systems and applications/platforms via Enterprise Service Bus.

The Public Private Partnership Commission (PPPC) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The consultant shall be an individual with relevant qualifications and experience. The shortlisting criteria shall be:

1. A Bachelor-s degree in Computer Engineering, Computer Science plus a minimum of three (3) years of experience in architecture, design and development of enterprise applications and integration of information systems.

2. Should Demonstrate having advanced knowledge and experience in both waterfall and agile Software Development Life Cycle (SDLC) practices.

3. Should Demonstrate having excellent technical, analytical, and project management skills with strong communication and interpersonal skills.

4. Should demonstrate having advanced knowledge and experience in front end UI, backend DB, and both batch and real time integration development technologies and practices and using TOGAF framework or other enterprise architecture frameworks.

5. Should demonstrate having knowledge of Enterprise Service Bus (ESB) paradigms and strategies and experience in modeling and graphic representations with good understanding in enterprise integration paradigms, patterns and designs.

A successful candidate shall work with E-Government Department for a period of 12 months.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank-s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017. August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank-s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual (INDV) selection method set out in the Procurement Regulations.
