Introduction and Background In recent years, the African Union (AU) Peace and Security Council (PSC) has mandated, authorized, endorsed or recognised deployment of several peace support operations (PSOs). Similarly, the AU Commission has also provided strategic, political, technical and planning support to operations authorized by the AU PSC and carried out by Ad-hoc coalitions of Member States or Regional Economic Communities and Regional Mechanisms (RECs/RMs) for Conflict Prevention, Management and Resolution. These deployments were usually carried out in a high intensity/volatile environment, and often included peace enforcement and counter-terrorism responses. Considering the contexts in which the AU generally deploys PSOs, as well as the extreme conditions in which AU PSO personnel find themselves, there is a great risk of incidences of misconduct and/or violations of InternationalHuman Rights Law (IHRL) and International Humanitarian Law (IHL). The main objective is to develop a tool that alms at enhancing current processes for capturing, analyzing, tracking, managing, and adequately responding tn information about allegations of IHL/IHRL violations and/or., misconduct, as well as ensuring appropriate remedial action and feedback on actions taken to ensure redress, which is crucial for Operational effectiveness and accountability.
