Proposal for Local Consultant for DPG knowledge management platform design and implementation.
The DPG: A Donor Assistance Group (DAG) for Egypt was launched in the late 1990s as an initiative of the then UN Resident Coordinator to provide bilateral and multilateral donor agencies with a forum for policy dialogue and to exchange information. In 2009, the DAG was renamed the “Development Partners Group” (DPG) to reflect the shift from the concept of ‘aid’ to that of ‘partnership’, according to the principles of the 2005 Paris Declaration on Aid Harmonization and Effectiveness and 2008 Accra Agenda for Action (AAA). The Development Partners Group is currently composed of 25 bilateral partners and 20 multilateral organizations and 2 NGOs [1] contributing with Official Development Aid. The DPG is chaired by the UN Resident Coordinator and co-chaired by representatives of one bilateral or multilateral organization, selected by the members of the DPG. Since 2013, the Swiss Development Cooperation co-chairs the DPG. The UN Coordination Office in Cairo provides the DPG with a secretariat to support all DPG-related activities. Plenary meetings are held monthly.
The objectives of the DPG is to better efficiently coordinate development aid, learning from each other experiences, lessons, expertise and building partnership.
In addition to monthly and ad-hoc plenary meetings, the following thirteen DPG Thematic Groups complement on thematic and more operational level the DPG plenary group: Agriculture and Rural Development, Education and Human Resource Development; Environment and Energy; Democratic Governance; Gender and Development; Health; Macroeconomics and Public Finance Management; Micro, Small and Medium Enterprises; Migration and Protection; Transport; Social Protection; and Urban Development; Water. The DPG Thematic Groups aim to enhance the coordination among Development Partners in Egypt in each respective sector, by way of consultation, cooperation and collaboration, on policies, principles and priorities; procedures, and practices, as appropriate. One of the main functions of the theme groups is to regularly discuss progress and challenges in the specific area with line ministry representatives. The thematic groups have a chair and a co-chair, and usually the chairmanship rotates every 2 years among Development Partners (the selection is based on unanimous agreement by all members). The thematic groups may be composed of representatives from groups which include donors, UN agencies, international/local NGOs, and/or governmental officials based in Egypt, so representatives from relevant Egyptian governmental institutions, think-thanks, CSOs (or associations) can be either part of the core group or may only be invited for presentations, discussions or for general exchange of views on topics of interest.
For the better coordination and communication amongst Development Partners, to improve existing knowledge management practices, and to enhance awareness about international processes regarding Aid Effectiveness, the Office of the UN Resident Coordinator – as the DPG Secretariat – seeks to set up an e-platform for Development Partners.
There were attempts in the past to create such an e-platform. In order to facilitate information sharing and the exchanges of best practices among Development Partners, an intraweb page was created in 2010 (http://intra.dpg.org.eg). In February 2012 the results of a survey on the DPG showed the dissatisfaction of Development Partners of this tool: more than 57% of the respondent didn’t know about it, the analyses shared on intranet from the “subgroups” were very few and the intranet offered limited up-to-date information. This page does not exist anymore; therefore we don’t know how the information was structured and presented at that time.
This consultancy is expected to design, and help implement the e-platform for development partners, based on best practices and lessons learned with similar tools in Egypt as well as other countries.
