GOVERNMENT OF ARAB REPUBLIC OF EGYPTMINISTRYOF ELECTRICITY ANDENERGY Egypt-Helwan South PowerProjectP117407 UPPER EGYPT ELECTRICITY PRODUCTION COMPANYSOUTH HELWANSUPERCRITICAL POWER PLANT3X650 MW General ProcurementNotice (GPN) The Government of Egypt has requested loans from the following International Financing Agencies (IFAs): a loan from the World Bank (WB) in the amount ofUSD 503.8million, a loan from the Organization for Petroleum Exporting Countries (OPEC) in the amount of USD 40 million, a loan from theArab Fund for Economic and Social Development (AFSED) in the equivalentof the amount of USD 193.5, a loan from the IslamicDevelopment Bank (IDB) in equivalent of the amount of USD 450 million, a loan from the Kuwait Fund for Arab Economic Development(KFAED) the equivalent of the amount of USD 213.8 million (two stages) towards the cost of South Helwan Supercritical Power Plant3x650 MW, and it intends to apply the proceeds of these loans to eligible payments for goods and works to beprocured under thisProject. Bidding for contracts financed by the IFA will be through International Competitive Bidding (ICB) and willbe governed by the Rules of Procedure of Goods and Works of the IFA including but not limited to the WB''''s "Guidelines: ProcurementUnder IBRD Loans IDA Credit".
The principal objective of the project is to provide environmental friendly energy with a reasonable price for the investment sector (industrial, agricultural or commercial) as well as the householdsector. This objective is in line with theMinistry ofElectricity and Energy policy of providing the electrical energy to all consumers in Arab Republic of Egypt.
The projectconsists of three Steam Generators, and three 650 MW Steam Turbine Generators and Condensers. The project will include the following goods andworks: I. Packages financed by IFA and by Upper Egypt Electricity Production Company (UEEPC), andprocured under International Competitive Bidding procedures: · Supply and Installation/Construction of Civil Works (financed by KFAED/UEEPC).· Supply and Installation of GIS Switchyard (financed by IBD/UEEPC).· Supply and Installation of Steam Generators and Auxiliaries (financed by WB/UEEPC).· Supply and Installation of Steam Turbine Generators and Condensers (financed by IDB/UEEPC).· Supply and Installation of Water and Waste Water Treatment (financed by OPEC/UEEPC).· Supply and Installation of Electrical Equipment and Instruments (financed by AFSED/UEEPC).· Supply and Installation of Mechanical Equipment andPiping(financed by AFSED/UEEPC).· Supply of Pumps and Drives (KFAED/UEEPC).· Supply of Feed Water Heaters (financed by AFSED/UEEPC).· Supply of Critical Piping and Valves (financed by AFSED/UEEPC).· Supply of Power Transformers (financed by WB/UEEPC).· Supply of Distributed Control and System (DCS) (financed by WB/UEEPC) II. General Procurement Notice (GPN)
The Government of Egypt hasrequested loans from the following InternationalFinancingAgencies (IFAs): World Bank (WB) in the amount of USD 455 million, African Development Bank (ADB) in the amount of USD 520million, a loan from the Arab Fund for Economic and Social Development (AFSED) in Kuwaiti Dinar in the amount of KWD 55 million, a loan from theIslamic Development Bank (IDB) inequivalent to the amount of USD 200million, and a loan from the Kuwait Fund for Arab Economic Development (KFAED) in Kuwaiti Dinarin the amount of KWD 60 million (two stages) towards the cost of South Helwan Supercritical Power Plant 3x650 MW, and it intends toapply the proceeds of these loans to eligible payments for goods and works to be procured under this Project.
