Expression of Interest are invited for Consultancy Service for Basin-Wide Development of Reference Framework and Implementation Strategy for Dam Safety Management
The assignment has six components and will include:
1. A regulatory review and institutional assessment of dam safety management in Nile Basin. Key scope works of this component include, but are not limited to;
Review the current legal, institutional and regulatory situation in NBI men countries as it pertains to dam safety management, including at national decentralized levels where applicable;
Review the organogram of the sector and those involved, including legal ba framework for empowerment and responsibilities of different ministries/agent for different purpose of dams; Review Risk and hazard classification system of dams, if any, (include treatment of small dams).
2. Development of a Nile Basin reference dam safety regulatory framework
Define the essential elements of a dam safety regulatory framework based on g international industry practice. These essential elements should cover the Foundation, institutional arrangements, technical requirements of the regular regime, and funding models;
Using the draft deliverables prepared under Component I on the institutional regulatory review, develop an outline of a model regulatory framework for safety, according to the essential elements identified above.
3. Development of a Nile Basin reference dam safety technical guideline
Review ENTRO's dam safety guideline in line with international best practice particularly ICOLD bulletins (154, 157, etc.), and identify the key limitation and gaps
4 Update the outline/framework of activities, providing for the perspectives of both a government/regulator and a dam owner basin-wide use. Development of Nile Basin small dam operation and maintenance technical manual and institutional framework
Review all data and information of existing small dams in the Nile basin countries & Review of international guidelines and best practices on design, construction and operation of dams, focused on schemes which are managed by communities
Development of model institutional framework for operation, maintenance and safety management of small dams
Development of manual for operation and maintenance of small dams, tailored to Nile Basin context
5. Development of Nile Basin Reference Guideline on Emergency Action Planning for Dam Incidents and Failures
Review legal and regulatory frameworks, as well as institutional set-up for disaster management in each of the ten
Nile basin countries
Review previous studies, guidelines, manuals and practices of Emergency Action plan in the basin, as part a of
dam safety program
Review international best practices on Emergency Action Plan, particularly from trans boundary dam safety management perspective
Develop comprehensive Nile Basin Reference Guideline on Emergency Action Planning for Dam Incidents and Failures
6. Development of implementation strategy and action plan
Based on the institutional assessment and regulatory review (component I) and in consultation with interested member countries, develop an implementation plan, with short-, medium-, and long-term objectives and actions to guide and promote adoption of the regulatory framework and technical guidelines Suggest mechanisms for experience sharing and knowledge exchange among policy makers, experts, etc. to strengthen regional cooperation in the basin
