Zambia Information and Communications Technology Authority have invited Request for Expressions of Interest for the Supply, Delivery, Installation and Commissioning of a Telecommunications Traffic Verification System in Zambia.

ZICTA/EOI/07/16: REQUEST FOR EXPRESSIONS OF INTEREST FOR THE SUPPLY, DELIVERY, INSTALLATION AND COMMISSIONING OF A TELECOMMUNICATIONS TRAFFIC VERIFICATION SYSTEM IN ZAMBIA

1. The Zambia Information and Communications Technology Authority, (hereinafter referred to as the "Authority") is responsible for the regulation of the electronic communication services and products, and monitoring of the performance of the sector, including the levels of investment and the availability, quality, cost and standards of the electronic communication services in Zambia. The Authority is also responsible for managing the country's numbering and frequency spectrum resources.

9. The Authority Procurement Committee now invites Expressions of Interests (EOI) from eligible and interested companies for the supply, delivery, installation and commissioning of a telecommunications traffic verification system (TTVS). Once operational, the TTVS shall increase accountability in the telecom sector thereby maximizing revenue collection for the government. It is also expected that the TTVS shall minimize fraud in both domestic and international voice markets, reduce counterfeit mobile devices through installation of equipment repository and improve billing accuracy. The Project will be financed by the Government of the Republic of Zambia through the Authority.

3. Interested respondents must provide information indicating that they are qualified, have the required expertise and experience to deploy a telecommunications traffic verification system, train staff and provide maintenance support. The EOI must include the following minimum information: -

a. legal status of the company, including Certificate of Incorporation and Articles of Association or Memorandum of Association;

b. profile of core business with at least five (5) years relevant experience in the establishment and operations of a telecommunication traffic verification system;

c. must demonstrate appropriate managerial, organizational capability and reliability;

d. must demonstrate financial capability by providing financing evidence supported by reference letters or financing agreements from credible financial institutions or banks; and

e. availability of appropriate skill by providing bio-data of key personnel to be involved and other relevant particulars to demonstrate adequate professional and technical qualifications.

4. Questions and requests for clarifications must be directed in writing via email or fax to the person listed below. HOWEVER, TELEFAX AND/OR ELECTRONIC EXPRESSIONS OF INTEREST WILL NOT BE ACCEPTED.

5. The ED comprising one original and three copies, not more than 50 pages each,

should be submitted in sealed envelopes, clearly marked "ZICTA/E01/07/16 -REQUEST FOR EXPRESSIONS OF INTEREST FOR THE SUPPLY, DELIVERY, INSTALLATION AND COMMISSIONING OF A TELECOMMUNICATIONS TRAFFIC VERIFICATION SYSTEM IN ZAMBIA" addressed to the Director General, Zambia Information and Communications Technology Authority, and must be deposited in the Tender Box at the Head Office, R O. Box 36871, Lusaka, situated at the corner of Independence Avenue and Nationalist Road, Lusaka, Zambia.

6. The closing date for receipt of the EOI is Friday, June 24, 2016 at 10:00 hour’s local time. Any submissions received later than the time and date indicated above will not be considered.

7. Respondents meeting the above criteria will receive a Request for Proposals (RFP) and will be required to submit a detailed Technical and Financial Proposals based on the detailed Terms of Reference that will be issued to them.
