Construction and Real Estate procurement

1. The Democratic Socialist Republic of Sri Lanka has signed a loan agreement with the OPEC Fund for International Development (OFID) towards the cost of the National Roads Improvement Project by the Miscellaneous Foreign Aided Projects (MFAP) Division. 2. The Road Development Authority ("the Employer") now invites sealed bids from eligible bidders for the improvement on (A005) Peradeniya - Badulla -Chenkaladi Road (Ch. 0.42 km to 3.05 km) as detailed below.

The international Competitive Bidding will be conducted in accordance with Single Stage One Envelope Bidding Procedure with post qualification.

3. Eligible bidders must meet the following general & specific criteria:

1. Pending Litigation shall not represent more than 50% of the bidder's net worth

2. The bidders net worth within last 5 years shall be positive

3. General experience in construction contracts within last five years

4. Average annual construction turnover (AACT) within last 3 years, financial resources and specific construction experience within last 5 yrs as given in the table below.

Bidder must demonstrate that he has the personnel for the following key positions for the project:
(i) 1 Project Manager (professionally qualified Civil Engineer with 10 years total & minimum 5 years experience in similar work);
(ii) 1 Material Technician (NDT or equivalent with 8 years total & minimum with 4 years experience in similar works).
(iii) 1 Quality Assurance Manager (BSc Engineering Degree or Equivalent) with 8 years total & minimum 3 years experience in similar works).
(iv.) 1 Licence Surveyor 4 years experience after obtaining licence issued from Dept. of Survey of BSc (Surveying Scienceses) and 2 years experience in similar work).

(iv) Equipment: The bidder must demonstrate the availability of key equipment listed below through presentation of proof of ownership or proof of intention to lease or rent with a provision that the equipment will remain on site as per the contract for each project.

4. The rehabilitation and upgrading activities (the works) include:
• Surfacing of AC overlay
• Drainage construction / improvements
5. To obtain further information and inspect the bidding documents, eligible bidders should contact:
Project Director,
Miscellaneous Foreign Aided Projects (MFAP) Road Development Authority (RDA),
12th Floor, Wing - C, Sethsiripaya Stage - II, Battaramulla, Sri Lanka.
6. To purchase the bidding documents in (English) eligible bidders should:
(i) Write to address above requesting the bidding documents for the Contract Package No. RDA/MFAP/ICB/OFID-1/05, (A005) Peradeniya - Badulla - Chenkalady Road (Ch.0.42 km to 3.05 km)
(ii) Pay a non-refundable fee of Sri Lankan Rupees (SLR) 27,000 (without VAT) or US S 185.00 by cash or bank draft in favour of the Miscellaneous Foreign Aided Project (MFAP) in respect of the bidding documents.
The bidding document will be issued during normal working days from 9.00 a.m. to
3.00 p.m. at the address under 5 above, from 09.09.2016 till 16.11.2016.
7. Bidders should deliver:
(i) Their bids to the address below on or before the dead line: 2.00 p.m. on 17.11.2016. The Procurement Consultant,

Koswatta, Battaramulla, Sri Lanka.

(ii) Together with a Bid Security in the amount as specified in the bidding document. For the purpose of determining the equivalent amount of the required Bid Security in a freely convertible currency, the selling exchange rates published by the Central Bank of Sri Lanka prevailing on the date 28 days prior to the deadline for Bid submission shall be applied.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

The bidder shall bear all costs associated with the preparation and submission of its Bids, and the Employer shall not be responsible or liable for those costs, regardless of the conduct or outcome of the bidding process.
