1. The Government of the Federal Democratic Republic of Ethiopia has received a Grant from The Government of the Republic of Korea through Korea International Cooperation Agency (KOICA) for

The Project for Primary Education Improvement through a Radio Education Program in Oromia State, Ethiopia.

2. Korea International Cooperation Agency herein after named KOICA is acting as the Employer/Client as well as representative of the Financer, or the Government of the Republic of Korea.

3. Oromia education Bureau is the Government institution acting as the Grant Partner on behalf of the Government of Ethiopia.

4. KOICA invites foreign and local eligible Bidders for the construction of radio broadcasting & transmitting building in Sendafa, Oromia With the following description

????????Total site area: broadcasting (6,723m2) / transmitting (approx.167, 250m2)

????????Total Building area: broadcasting (657.61m2) /transmitting(approx.439.02m2)

????????Total Floor Area: broadcasting (1,835.49m2) / transmitting (439.02m2)

????????Structure: Reinforced Concrete

????????Capacity: radio broadcasting & transmitting B/D

????????Construction period: 20 month

5. Brief of Bidding

- Bidding Method : Two phased competitive

- Contract by negotiation

- Lump sum and BOQ

6. The available budget for this procurement is approx. 2,021,575.93 USD

(excluding VAT) and Bidders’ Proposals should not exceed this budget. Any bid exceeding the project budget may result in rejection of its bid.

 KOICA is not responsible and/or has no authority for any tax related issues including VAT in this Bidding and Contract.

8. Language of Proposal: English

a) will reject a proposal for award if it determines that the bidder recommended for award has engaged in corrupt or fraudulent practices in competing for the contract in question;

b) will recognize a contractor as ineligible, for a period determined by KOICA.

11. KOICA will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

13.KOICA reserves the right to partially or fully cancel the bid.
