Tenders are invited for Works of Terrassement and Civil Engineering for the APEFAM 2 Project.
5. Qualification requirements are:
ü submission of certified financial statements or, if not required by the regulation of the country of the applicant, other financial statements acceptable to the Purchaser for the last three (3) years ( 2016, 2015 and 2014) demonstrating the bidder's current creditworthiness, based on the following criteria:
a) Liquidity Ratio ? 1.1

ü have a minimum average annual turnover of construction activities of four (04) billion CFA francs for lot 1, four (04) billion CFA francs for lot 2 and five (05) billion CFA francs for lot 3, which corresponds to the total of the mandated payments received for contracts in progress or completed during the last five (05) years (2016, 2015, 2014, 2013 and 2012).

ü have access to proven financing from reputable financial institutions such as liquid assets, credit lines, other than the start-up loan of six hundred (600) million CFA francs for lot 1, six hundred (600) million CFA francs for lot 2 and eight hundred (800) million CFA francs for lot 3.

ü Have general contractor work experience experience in the last 5 (five) years of 2013, 2014, 2015, 2016 and 2017) before the bid submission deadline.

ü have at least three (03) certified references in similar hydroagricultural development work during the last ten (10) years (2008 to 2017) a minimum value of 2.8 billion FCFA for lot 1; FCFA 2.8 billion for lot 2; CFAF 2.4 billion for lot 3. The required experience must be justified by service certificates issued by project managers;

ü have a qualified and experienced staff (for each batch):

- a Director of Works: Civil Engineer (CG) or Rural Engineering (GR) or equivalent, with 10 years of experience for work of similar nature and volume, with at least three references, two of which as Director of Works for similar projects. The signed CV and the certified copy of the diploma translated into French must be provided in the offer;

- a design engineer: civil engineering engineer (CG) or rural engineering (GR) or equivalent, with 07 years of experience for work of similar nature and volume, with at least three references, two of which as an engineer studies for similar projects. The signed CV and the certified copy of the diploma translated into French must be provided in the offer;

- a driver of earthworks: DUT GR or GC or equivalent, with 07 years of experience for work of similar nature and volume, with at least three references, two of which as a driver of earthworks for similar projects . - a conductor in civil engineering works: DUT GR or GC or equivalent, with 07 years of experience for work of similar nature and volume, with at least three references, two of which as a conductor of civil works for similar projects. - a surveyor surveyor: surveyor engineer, surveyor or equivalent, with 07 years of experience for work of similar nature and volume, with at least three references, two of which as topographical brigade leader for similar projects. - a mechanic, park manager: mechanical engineering engineer or equivalent, with 7 years of experience for work of similar nature and volume, with at least three references including two as a mechanic for heavy machinery. - an HSSE expert (hygiene, health, safety and environment): environmental expert or equivalent, with 7 years of experience in the implementation and monitoring of environmental, health and safety measures for similar work, with at least three references.
