1. Background
In order to achieve better results for children, UNICEF Djibouti has made communication a priority for the current 2018-2022 programming cycle. Given the many external communication and digital communication initiatives throughout the program cycle, UNICEF is seeking to establish a long-term contract with individual Djibouti-based service providers - a highly skilled videographer capable of producing audio-visual standards and standards.
2. Objective
The objective is to select a person to establish a 1-year long-term agreement (LTA) for each of the expected products.
The role of this provider will be to document the interventions carried out within the framework of the DJIBOUTI-UNICEF cooperation program by covering with videos activities, projects that highlight the situation of women and children in the current context of Djibouti, as well as the responses provided through the UNICEF Cooperation Program, Government of Djibouti.
3. Activities and tasks
The provider will produce videos for use on various multimedia media as part of the Cooperation Program: health, nutrition, education and adolescent development, water hygiene sanitation (WASH), protection, as well as activities involving children, adolescents and women. young people in Djibouti.

7. Qualifications
As part of this LTA, each provider will:
· Have at least 5 years of proven general experience in the field of marketing communication or public relations and in the implementation of communication projects.
· Have in his possession all the necessary professional equipment and equipment (HD video camera with accessory, software for editing).
· Have at least 5 years of experience in performing similar communication and documentation work, with excellent videographic skills. Relevant experience with the United Nations or international NGOs will be an asset.
· Having the sense of judgment, the ability to work in a team, in an international, multicultural, stressful and difficult environment;
· The provider must have the command of the French language, and the ability to speak at least one of the local languages ??of the country.
8. Location and duration
Each provider selected under this framework agreement (LTA) for a period of 1 year may be required to make visits to programmatic activity sites in Djibouti city and in the regions of the interior of the country.
For the various activities, the service provider will take care of his travel on the sites to be visited and expenses related to the stay. The provider will submit the cost of his travel on the final invoice based on rates that should not exceed those applied by UNICEF.

9. Supervisor
Each provider will work in close collaboration with the UNICEF External Communication Section and the Communication for Development component to (i) discuss the Terms of Reference, (ii) finalize the script as appropriate before submitting its proforma invoice and (iii) select the best audiovisual media after a first installation proposed by the service provider
The External Communication Section will provide internal coordination with UNICEF offices, programs and sections involved in the preparation and implementation of each production activity.
The work of the provider may require field visits to Djibouti city.
10. Process and evaluation method
Each candidate must specify the product or products for which they wish to apply:

11. Payment schedule
Full payment of the requested services will be made after finalization, receipt and acceptance of UNICEF requested products.
This payment will be against the original invoice of the provider and in accordance with the order form of UNICEF.
12. Administrative points
All products (raw images, B-Roll and final products) remain the exclusive property of UNICEF and will be made available to UNICEF.
All required services will be requested in advance by UNICEF based on the terms of reference. The supplier will perform the requested service, and this after the approval of pro-forma invoices and receipt of a purchase order
All documents and final products must be uploaded to the FTP server and all raw and final documents must be made available on an electronic medium for distribution and archiving.
The consultant will provide a completed health declaration and health certificate.
