1. Object
Subject of the Invitation to Tender: Within the framework of the 2019 Public Investment Budget, The Governor of the North-West Region, Delegoted Contracting Authority, hereby launches an Opened National Invitation to Tender by Rural Jikejem In Oku Subdivision Bui Division.

2. Consistency of the services
Work to be done consists of:

Construction of a medium voltage three phase linecovering distance of 13176m, with 3x54.6mm2 Almelec coble;
Construction of a medium voltage single phase line covering a distance of 760m, with Ix54.6mm2 Almelec cable;
Construction of a medium voltage / low voltage three phase mix line covering distance of 3300m, with 3x54.6mm ^ Almelec, 3x70mm ^ Aluminum preassembled and 4x25mm `Aluminum twisted cables;
Construction of a low-voltage three-phase line covering a distance of 1680m, with 3x70 mm. Alumlnum preassembled cable;
Construction of a low voltage single phase line covering a distance of 580m, with 4x25mm Aluminum twisted cable;
Construction of a three phase transformer station with a H61-160kVA / 30kV / B2 transformer at Tolon;
H61-100kVA / 30kV / B2 transformer transformers at Jikejem;
Construction of two single phase tronsformotlon stations with transformers 25kVA / l 7.32kV / B2 transformers at Mbockevu and the Oku Radio transmission antenna;
Supply and installation of two complete ENEO subscription and connection sets with a single phase meter at the Oku Community Radio antenna and at Nsong-JIkejem Government School;
Supply and Installation of Two Complete ENEO Subscription and Connection Sets with a Three Phase Meter at the GTTTC Jikejem and Government Billingual High School Jikejem;
Production and validation of environmental impact
The Sundry expenses will consist of:
Clearing and pruning 7m width on each side of the network.
Transportation of wooden poles, materials and workers.
Nature of work for step 1

Work to be done in the first step of this project will consist of:
Construction of a medium-voltage three-phase line covering a distance of 4740m, with 3x54.6mm2 Almelec cable;
Construction of a medium voltage single phase line covering a distance of 760m, with Ix54.6mm2 Almelec cable;
Construction of o medium voltage / low voltage three phase line wrap with a distance of 1080m, with 3x54.6mm2 Almelec and 4x25 mm2 Aluminum twisted cables;
Construction of a low-voltage single phase line covering a distance of 50m, with 4x25 mm2 Aluminum twisted cable;
Construction of a 25kVA / 17.32kV / B2 Transformer Phase Transformer Station at Mbockevu and the Oku Radio transmission antenna;
Supply and installation of a complete ENEO subscription and connection set with a single phase meter at the Oku Community Radio antenna;
The Sundry expenses will consist of:
Clearing and pruning 7m width on each side of the network.

3. Estimated cost
The estimated cost after preliminary studies is three hundred and eight million two hundred and thirty five thousand six hundred (308, 235, 600) CFAF for the whole project and ninety million (90, 000, 000) CFAF for step 1.

4. Delivery time
The maximum deadline provided by the Delegated Contracting Authority for the Execution of the Works of the United States of America is five hundred and forty (540) days and one hundred and eighty (180) days for step 1.

5. Allotment
The work is as follows: The rural electrification of Jikejem village in Oku Subdivision, Bui Division of the North West Region.

6. Participation and origin
Participating in this Invitation to Tender is open to the Cameroonian companies and provides they are in compliance with the Cameroon laws.

7. Financing
Works which form the subject of this 2019 Public Investment Budget of the Ministry of Water Resources and Energy.

8. Consultation of the file
The file may be consulted during the time of the Governor`s Office for North-West in Bamenda, Department of Financial and Logistics Affairs, as soon as this notice is published.

9. Acquisition of the file
The CFA Francs Branch of the North-West In Bamenda Office of Financial and Logistics Affairs, payable at a rate of one hundred and fifty thousand Public Treasury, representing the cost of purchasing the Tender File.

10. Submission of bids
Submission of bids: Each offer drafted in English or French in 07 (seven) copies including 01 (one) original and 06 (six) copies marked as such, should reach the Governor`s Office for North-West in Bamenda, Service of Financial and Logistics Do not wait until 14/08/2019 at 11:00 am local time and should carry the Registration:

11. Provisional bond
The bidder must include in his administrative documents, a bid bond issued by a first-rate financial institution approved by the Ministry in charge of Finance and whose list is found in document no. 12 of the Tender File, of an amount of 6, 164, 000 (six million one hundred and sixty four thousand) CFAF and valid for thirty (30) days beyond the date of validity of bids.

12. Admissibility of tenders
Under penalty of being rejected, only those certified by the issuing service or the administrative authorities (Senior Divisional Officer, Divisional Officers, etc.) must imperatively be produced in accordance with the Special Regulations of the Invitation to Tender. They must not be more than three (3) months preceding the date of submission of the deadline for the submission of the Tender File shall be rejected. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance.

13. Opening of folds
Opening of bids: The bids shall be opened in a single phase. The opening of the administrative documents, the Technical and Financial offers will take place on the 14/08/2019 at 12: 00pm noon local time. In the conference hall of the Governors` Office, by its competent members. Only bidders can expect to be represented by duly mandated persons of their choice and having a good knowledge of their files.

The bids shall be evaluated as follows:
A. Eliminatory criteria
1. Absence of the bid bond;

2. Deadline for delivery higher than prescribed;

3. False declaration or falsified documents;

4. A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;

5. Incomplete financial file;

6. Change of quantity or unit;

7. Non respect of 33/44 (75%) of essential criteria;

8. Suspended by MINMAP in 2019.

B. Essential criteria
1- General presentation of the Tender Files;

2- Financial capacity;

3- References of the company in a similar way visa by the competent authority;

4- Quality of the staff;

5- Technical organization of the works;

6- Safety measures on the site;

7- Logistics;

8- Jikejem v. Jikejem Village or signed by the traditional ruler of the site;

9- Special Technical Clauses initialed in all the pages;

10-Special Administrative Clauses completed and initialed in all the pages.

15. Attribution
This evaluation will be done with a minimum of 34/45 (75%) of the essential criteria taken into account.
The Contract will be awarded to the bidder with the lowest price, in accordance with the regulations of the Tender Documents and at least 33/44 (75%) of the essential criteria.

Bidders will remain committed to their bid for ninety (90)
