GENERAL NOTICE OF CONTRACT AWARD
The Government of the Republic of Guinea has obtained a grant and two loans from the African Development Bank Group (ADB), to cover the cost of the Development Program for Special Areas of Agro-industrial Transformation (PDZSTA-BK)
This Program is the first phase of a development program of ten (10) agropolises which is part of the National Plan for Agricultural Investment, Food and Nutritional Security (PNIASAN). It has the following main objectives:
Main objective :
The overall objective of PDZSTA-BK is to contribute to the strengthening of economic activity in the regions of Boké and Kankan, in particular in agriculture, animal husbandry, fishing, forestry, industry, mining, crafts, trade, through the creation of agro-industrial development poles led by the private sector
Specific objective:
The specific objective is to contribute to the establishment of agro-parks for the transformation of agricultural products while improving the productivity and the production of promising sectors, thus leading to the reduction of imports of various agro-food products, with for key result, the transformation of Guinean agriculture and the improvement of food and nutritional security.
It will be carried out over a period of five years (March 2019 - June 2024).
All procurement of goods, works and consultant services for the program will be made according to the procurement methods below, in accordance with the Procurement Framework for Operations Financed by the Bank Group, October 2015 Edition using the files Bank tender standards.
Consultants / Contractual staff, Assistance to the Contracting Authority, Manual of Good Environmental Practices B / K, Legal Assistance, Study on Incentive Measures B / K, Mid-term review, Completion Mission, will be acquired by Individual Consultation (CI) .
Accounting & Financial Procedures Manual and Program Execution Manual, Computerized Accounting & Financial Management System, Development of Training Curricula and Project Accounting and Financial Audits will be acquired on the basis of a shortlist of firms and by the method of Selection at Least cost (SMC) .
Environmental and Social monitoring of the project will be acquired by Direct Agreement (ED) with the Guinean Office for Environmental Studies and Evaluations (BGEEE).
Training in project management will be acquired by Direct Agreement (ED) with the Agency for the Promotion of Private Investments (APIP).
The acquisition of goods and / or works will be done in accordance with the Bank`s new policy of procedures for the acquisition of goods and works. The acquisition of consultant services will be in accordance with the Bank`s new policy and procedures for the use of consultants, October 2015 edition.
