Quotation are invited for Collection, Delivery and Distribution of the Mail and Packages of the Agency for the Promotion of Small and Medium-Sized Enterprises (APME)

Consistency of the services
The services to be performed constitute a single lot. They will focus on:
- Collection, collection and delivery of mail throughout the country and outside the country on working days;
- Mailing on the basis of a bill of lading, including a sufficiently strong packaging. Financing
The services, which are the subject of this Notice of Consultation, are financed by the Common Chapters of the 2019 and 2020 APME budgets for twenty-two million (22, 000, 000) CFA francs, ie:
Firm tranche: Eleven million (11, 000, 000) FCFA;
Conditional tranche: Eleven million (11, 000, 000) FCFA.

6. Consultation of the file
The file of the present Request for Quotation can be consulted by the bidders with the Department of Markets, Heritage and Procurement (SMPA) of the Small and Medium Enterprise Promotion Agency located in Tsinga, Boulevard du Sultan NJOYA; Such. 222 21 92 96, upon publication of this notice.

7. Acquisition of the file
The quotation request file may be withdrawn by bidders from the Head of Department of Markets, Heritage and Procurement of the Small and Medium Enterprise Promotion Agency located in Tsinga, Boulevard du Sultan NJOYA; Such. 222 21 92 96 against presentation of a receipt of payment of a non-refundable sum of thirty thousand (30, 000) CFA francs, representing the cost of acquisition of the non-refundable consultation file, payable in the CAS-ARMP special account opened to BICEC. 8. Submission of bids
Tenders written in French or English and in seven (07) copies, one (01) original and six (06) copies marked as such, must be submitted, against receipt, to the Head of Department of Markets, Heritage and Procurement (SMPA) of the Small and Medium Enterprise Promotion Agency, located in Tsinga, Boulevard du Sultan NJOYA; Such. 222 21 92 96 no later than 12 noon (local time) on March 29, 2019 and shall be marked:

9. Provisional bond
Each tenderer must attach to his administrative documents a tendering security issued by a first-rate bank approved by the Ministry of Finance and listed in Exhibit E.8 of the Consultation File in the amount of four hundred and forty thousand (440, 000) CFA francs ; and valid for thirty (30) days beyond the original date of validity of the offers.

10. Admissibility of tenders
Each tenderer must enclose the required administrative documents in original or certified true copies by the issuing service or a competent administrative authority, in accordance with the stipulations of the Regulations of the Consultation, under pain of rejection.
They must obligatorily be dated at most three (03) months or have been established after the date of publication of the Notice of request for quotation.
