Tenders are invited for Technical Consultancy for the Implementation of a Performance Based Financing (PBF) System in Health.

The Central African Government, through the Ministry of Health, has decided to use PBF as the framework of the Health System (SS) to contribute to the achievement of the Sustainable Development Goals in order to revive and strengthen the health system that has been destroyed by the various militarypolitical and social crises that have affected the country since 2012.
The Central African Republic has been experimenting with PBF since 2009 in Health Regions 1, 2 and 6 implemented by Cordaid. Since 2016, this coverage has been extended with the support of the World Bank-funded Health System Support Project (PASS). This project covers the equivalent of 40% of the Central African population in regions 2, 3, 4, 5 and 6. The PBF goes in tandem with free healthcare (partial or total depending on the severity of the fragility in the district) . It is this context that has guided the choice of the PBF strategy and commissioned the Contractualization and Verification Agencies (CVA) which must take into account the realities of the Central African Republic. PUI as partners of the Bêkou Fund implements a project of medical-nutritional assistance for the vulnerable populations and strengthening of the health system of the health region n ° 7 since July 2018. According to the directives of the MSP, the Bêkou fund has chosen to focus its strategy of global strengthening of the SS towards the PBF modality. The changes in the implementation of the project, currently in its third phase, the adaptation of the PBF system to the context of Bangui and its failing care system, requires experience and strength of analysis and internal proposal to the organization, in parallel with the technical support provided by the Lessor. The PUI Mission in CAR therefore seeks through this consultancy to strengthen its technical capacities in organizational and operational terms in order to achieve the objectives of the project while setting up a new system for strengthening the health system. The objective of the consultancy is to allow the PBF system to be put into place according to the context, the project and its level of progress, in accordance with the national guidelines and in collaboration with the consortium partners
