Tenders are invited for Technical Assistance (TA) to Support GVWC and Partner Agencies to Implement the Freetown Water Supply and Sanitation Master Plan and Investment Studies Project.
This Request for Expression of Interest follows the General Procurement Notice (GPN) for the above project
which appeared on the African Development Bank Group’s Internet Website: http://www.afdb.org dated 21st
June 2018.
The Guma Valley Water Company (GVWC) of Sierra Leone has received financing from the African
Development Bank (AfDB) Group -African Water Facility and Netherlands Enterprise AgencyDevelope2Build
(D2D) Program for financing the Freetown Water Supply and Sanitation Master Plan and
Investment Studies project. GVWC intends to apply a portion of the AfDB financing to eligible payments under
the contract for Technical Assistance (TA) to support GVWC and partner agencies to implement the
Freetown Water Supply and Sanitation Master Plan and Investment Studies project. The services, among
other responsibilities include providing project implementation support with focus on ensuring effective and
efficient performance of consultants and related services providers. Therefore key areas of technical assistance
support include overall project planning and management, in addition to recruitment and supervision of
engineering and related specialist services as the core responsibilities. The assignment is to be performed in
Freetown, Sierra Leone, and will require intermittent input of at least 12 person-months over a 22 months period
on the basis of an agreed schedule.
GVWC now invites eligible individual consultants to indicate their interest in providing this service. Interested
consultants must provide information indicating that they are qualified to perform the services (detailed
curriculum vita including bio-data, copies of academic and professional qualification certificates and contact
details).
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the
African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008 Edition, revised
on July 2012, which is available on the Bank’s website at http://www.afdb.org. Key qualification requirements
include (i) Masters degree in Water Supply and Waste Engineering or equivalent qualification in addition to
professional engineering qualification; (ii) At least 17 years of continuous working experience in the water sector
with good track record in the urban water subsector in Africa; (iii) Project Design and Management Experience;
(iii) Engineering design experience.
