Technical and Analytical Energy Advisory Services: Preparation of a National Electrification Analysis

ASSIGNMENT DESCRIPTION
Only an estimated 8% of Chad population has access to electricity (2014), with wide disparities between urban (20% access rate) and rural areas (5%). About 80% of connected households are in the capital NDjamena, where only 30% of the population has access to electricity. The limited development of transmission and distribution networks, together with the wide area of the country and the population high dispersion in most of the country, mean that decentralized electrification solutions will have to play an important role in increasing access to electricity, in concomitance with grid extension and densification.
The Government of Chad (GoC) has laid out its vision and key objectives for the power sector as part of the 2017-2021 National Development Plan (PND) and the Vision 2030, which focuses on an increase in access to electricity and renewable energy, and a reduction in Co2 emissions. The Government has set an overall objective of 30% electricity access by 2030 and has defined as a priority the development of a rural electrification masterplan.
The proposed National Electrification Analysis would provide analysis and insight on various electricity access options for Chad, specifically through: (a) data collection and analysis; (b) assessment of service quality levels; (c) identification of potential least-cost technology options for electrification; and (d) identification of potential options and arrangements for scaling up electrification in Chad in line with national access targets.
The World Bank, with support from the Energy Sector Management Assistance Program (ESMAP), is seeking to hire a consulting firm (the Consultant) to assist the World Bank in providing advisory services to the Government on electricity services and access expansion.
SUBMISSION REQUIREMENTS
The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions (in Fragile, Conflict and Violence (FCV) and francophone contexts in particular), and availability of appropriate skills among staff, etc.). Responses must not exceed 20 pages.
Qualification Criteria
1. Provide information showing that the firm is qualified in the field of the assignment (mandatory).
2. Provide information on the technical and managerial capabilities of the firm.
3. Provide information on their core business and years in business.
4. Provide information on the qualifications of key staff.
Following this invitation for Expression of Interest, only a shortlist of qualified firms will be formally invited to submit proposals. The consultants will be shortlisted and selected in accordance with the procedures set out in the World Banks Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, Revised October 2006. No debrief will be provided to firms which have not been shortlisted.
