ASSIGNMENT DESCRIPTION
Access to electricity in Mauritania varies significantly across urban and rural areas: it is estimated that the number of households with access to electricity is estimated at 6 % in rural and semi urban areas, versus 77% in urban areas. This is the result of a very low coverage and even lower connection rate; in fact, in urban and semi urban areas for towns of more than 150 inhabitants, coverage is estimated to be 43 %, while connection rate is only 26%. The country also has a very disperse population living over a wide area, with a population density of approximately 5 inhabitants per km2.

The Government of Mauritania (GoM) has laid out a new vision for the country`s development, under its Accelerated Growth and Prosperity Sharing Strategy (SCAPP, the acronym in French). SCAPP`s Vision for the Future, "The Mauritania We Want in 2030, " aims for strong, inclusive and sustainable growth to meet the basic needs of citizens and ensure their well-being. In the energy sector, the Government aims to ensure universal access to quality services at the lowest cost and to provide economic actors with reliable and secure electricity, through: (a) Development of new production capacities from local resources, mainly natural gas; (b) Expansion of the transport network and interconnection with neighboring countries; (c) Increasing the share of renewable energy in the energy mix and (d) Implementing decentralized solutions in remote rural areas. The strategy seeks to increase access rate to 95% in urban areas and 40% in rural areas, in order to reach an overall electrification rate of 70% at the national level by 2030.

The proposed National Electrification Analysis would provide analysis and insight on various electricity access options for Mauritania, specifically through: (a) data collection and analysis; (b) assessment of service quality levels; (c) identification of potential least-cost technology options for electrification; and (d) identification of potential options and arrangements for scaling up electrification in Mauritania in line with national access targets.

The World Bank, with support from the Energy Sector Management Assistance Program (ESMAP), is seeking to hire a consulting firm (the Consultant) to assist the World Bank in providing advisory services to the Government on electricity services and access expansion.

SUBMISSION REQUIREMENTS
The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions (in francophone countries, in particular), availability of appropriate skills among staff, etc.). Responses must not exceed 20 pages.

Qualification Criteria
1. Provide information showing that the firm is qualified in the field of the assignment (mandatory).
2. Provide information on the technical and managerial capabilities of the firm.
3. Provide information on their core business and years in business.
4. Provide information on the qualifications of key staff.

Following this invitation for Expression of Interest, only a shortlist of qualified firms will be formally invited to submit proposals. The consultants will be shortlisted and selected in accordance with the procedures set out in the World Banks Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, Revised October 2006. No debrief will be provided to firms which have not been shortlisted.
