In the context of high unemployment, it is key to enhancing the effectiveness and efficiency of active labor market programs (ALMPs) and employment services to help connect vulnerable groups to jobs or move from low to higher-productivity jobs. ALMPs can play an important role in facilitating labor market transitions - from school or inactivity to work; out of unemployment; or between jobs. Such programs include various types of employment services (counseling, job‐search assistance, intermediation), skills certification, training, wage subsidies, as well as interventions to support the self‐employed or entrepreneurs. These programs address information asymmetries ranging from knowing where the jobs are and how to search for them to not being able to demonstrate to employers the skills they have or not having the necessary skills to fill a given vacancy. The National Agency for Employment and Self-Employment (Agence Nationale pour l-Emploi et le Travail Indépendant - ANETI) is the public administration institution whose primary mandate is to implement governmental employment policies, including ALMPs. . More specifically, the ANETI is responsible for: (i) supporting the Tunisian labor market at the national, regional, and local levels through employment offices; (ii) generating information on jobs and professional skills for both enterprises and job seekers (JS); (iii) implementing ALMP for various population groups; (iv) providing information and professional orientation to jobseekers (JS) for a better placement; (v) monitoring start-up creation projects and supporting firms by connecting them with candidates and (vi) organizing events for more international placement. In response to the job challenge, ANETI has put forward a new strategy, its Vision 2030 to enhance services to JSs for employability and self-employment and services to enterprises at the national level.
