1. The Government of Angola has received financing from the African Development Bank toward the cost of the ESEEP (Energy Sector Efficiency and Expansion Program) - Phase 1, and intends to apply part of the proceeds toward payments under a contract for Systems Development and Integration Services to Improve ENDE Fraud and Revenue Protection Management Capabilities.

2. The National Electricity Distribution Company intends to initially select Applicants for the Tender 02/ENDE/ESEEP/G/2020 “Systems development and Integration Services to Improve ENDE fraud and revenue protection management capabilities”. The objective is to contract services for implementing five Project Components: i) Develop and implement an interface between the existing systems SAP ISU and Ultima Plus, (a CONLOG product) and new customer connection functionalities, ii) Develop and implement a GIS (Geographic Information System) data system, capture customer data and network connection points, and integrate with commercial and operation systems, iii) Develop and implement a MDM (Metering Data Management) system and integrate with SAP-ISU, iv) Develop and implement a mobile solution to support customer registrations, readings, fraud inspections and technical services, and v) Provide implementation services of the IT infrastructure required to support the operation and storage of these additional systems and interfaces. A single Contract will be executed between ENDE and the winning Applicant for the entire scope of services. ENDE expects that the listed services must not take more than 8 months to be executed, including a period of operational support, except for the GIS component which may take up to 3 years of duration. It is expected that the Request for Proposals will be made in March 2021.

3. Initial Selection will be conducted through the procedures as specified in the African Development Bank-s Procurement Policy for Bank Group Funded Operations August, 2015, and is open to all eligible Applicants as defined in the Procurement Policy (https://www.afdb.org/en/projects-and-operations/procurement/new-procurement-policy).

4. Interested eligible Applicants may obtain further information from ENDE at the address below during office hours - 8:00 to 15:00. A complete set of Initial Selection documents in English will be sent by email to the interested Applicants upon receipt of a written application to the address below. The written application can be sent via email.

5. Applications for Initial Selection should be submitted in clearly marked envelopes and delivered to the address below by 2:00 pm on 19th January 2021. Late applications may be rejected.
