General Procurement Notice for Support to strategic planning process; (ii) Component 2 : Revitalization of non-state actors ; (iii) Component 3 : CEP Coordination and Monitoring and Evaluation of Project Activities.

The Government of the Central African Republic has received funding from the African Development Bank Group to cover the cost of the Capacity Building Project for the Administration and Non-State Actors (PRECANE), and proposes to use the funds to settle goods and services to be acquired under this project.

Specifically, the PRECANE aims, over a period of two years, to: (i) make available to certain administrative structures varied support in the form of training, support-advice, workshops, seminars, and development of tools of work, etc. . with a view to strengthening their capacities; (ii) support institutions that support the private sector by drawing on best practices adapted to the specific needs of businesses; and (iii) support technically and materially and provide support to civil society organizations (CSOs), including peacebuilding structures, key actors who work for grassroots development as well as those implementing peacebuilding and social cohesion actions at the community level.

To achieve these objectives, the project is structured around three (3) components: (i) Component 1 : Support to

strategic planning process; (ii) Component 2 : Revitalization of non-state actors ; (iii)

Component 3 : CEP Coordination and Monitoring and Evaluation of Project Activities .

The project consists of the following main activities:

I / goods.

• Acquisition of computer and related equipment and internet connection.

II / Consultants

• Training on economic analysis techniques;

• Strategic Planning and Revitalization of the Public Administration;

• Support for the establishment of a remote training system for the management of the Administration;

• Country Policy and Institutional Assessment (CPIA);

• Support to the structures in charge of planning for the training workshops;

• Capacity building of the Chamber of Commerce, Industry;

• Support for the Business Improvement Concertation Framework (CMCAA);

• Support for the Single Window for Business Formalities (GUFE);

• Strengthening the Assistance Center for Small and Medium-sized Enterprises and Handicrafts (CAPMEA);

• Support to the Follow-up Committee of the Investor Forum Proceedings;

• Training and coaching of economic operators (Consultants, workshops, etc.);

• Training and capacity building of CSOs;

• Audits of the project.

Contracts financed by the African Development Bank will be awarded in accordance with the procedures specified in the Bank`s Guidelines for Procurement " October 2015 edition " which are available on the Bank`s website at address: http://www.afdb.org and are open to all candidates who fulfill the conditions stipulated in the guidelines.
