The Democratic Republic of the Congo and the Central African Forest Initiative (CAFI) signed a Letter of Intent in April 2016 for the establishment of a partnership to implement the National REDD + Framework Strategy of the DRC and its Investment Plan for the period 2016-2020. The CAFI Board of Directors has approved an allocation of a maximum total amount of US $ 190 million by 2020 through the DRC National REDD Fund (FONAREDD). The Investment Plan including as a priority a program on the sustainable development of savannah agriculture in order to reduce the pressure of traditional agriculture on forests,
In this context, the Democratic Republic of the Congo has received funding from AFD, and intends to use it to make payments under the Support Program for the Sustainable Development of Savannah Areas and degraded forests (PSFD).
The purpose of this program is to contribute, through an improved service offer, to the appropriation, by farms and agricultural SMEs, of sustainable practices for the development of savannah lands and degraded forests, in order to consolidate local economies, maintain forest landscapes and reduce pressure on forest resources in the provinces of Kwilu and Tshopo.
For this, over a total period of five years, the program will support the creation of support-advice systems, led by local implementing agencies, targeting family farmers as a priority. This advisory support will contribute to the transition from traditional agriculture to agroecology and to the creation of productive alliances supported by suitable financing tools. The actions and intervention mechanisms will be transposable in all the provinces, and a monitoring and evaluation system will make it possible to control the evolution of the forest cover in the pilot areas and to ensure the maintenance of forest landscapes.
The contracting authority for the Program is the Ministry of Agriculture of the Democratic Republic of the Congo. She will appoint a National Program Coordinator.
The contracting authority will receive the support of technical assistance made up of a group of national and international experts forming the Program Management Unit (PMU), led by the National Project Coordinator and supported by an Administrative Manager and financial (RAF).

This Call for Expressions of Interest concerns the recruitment of Technical Assistance for project management.
This long-term Technical Assistance (TA) will be composed of:
- A Main Technical Assistant (ATP), Program Coordinator, specialist in agricultural financing, based in Kinshasa. This Program Coordinator will support the Project Management Unit (PMU) on:
i. The proper implementation of the project, in accordance with the Financing Agreement signed between the Democratic Republic of the Congo and the French Development Agency;
ii. The organization of calls for tenders to recruit the service providers necessary for the implementation of the activities of the various components;
iii. Technical coordination of the activities of these components;
iv. Financial monitoring of the project and coordination with partners, in particular the Congolese administration and the sectoral programs of FONAREDD.
The Program Coordinator will also participate in decision-making bodies concerning the agricultural finance sub-sector;
- A Technical Assistant, also based in Kinshasa, an agronomist in charge of monitoring and evaluation of the program`s impact indicators, in particular concerning the evolution of the forest cover;
- A Technical Assistant, head of the provincial antenna, based in Kisangani, specializing in agroeconomics and agricultural advice;

The branches will play a role of animation, advice and follow-up of the operators and actors in charge of the implementation of the interventions. They will maintain relations with the decentralized administration (Inspector of Agriculture) and the services of provincial governments (Provincial Directorate of Agriculture) and will ensure the consistency of interventions with those of other actors in the field.

This Technical Assistance will also provide advice and support to the contracting authority, the Ministry of Agriculture. The service will cover the duration of the project, the estimated duration of which is 5 years. The Program Coordinator and the TA responsible for monitoring and evaluation will be mobilized for the entire duration of the project, that is to say each 60 Man / month. The two heads of the provincial branches will be mobilized over a period of 4 and a half years, each 54 Men / month.

Interested consultants must produce information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have references to recent and similar services. As an indication, the profiles expected from the mobilized support unit would correspond to the following criteria:
• Control of sectoral themes for each of the TA profiles mentioned above;
• Experience of at least 5 years in agricultural financing in the Congo Basin for ATP;
• Knowledge of the functioning of microfinance institutions in sub-Saharan Africa;
• Knowledge of stakeholders in forest management and the agricultural sector, as well as donor procedures;
• Project management skills, activity monitoring, budget management;
• Good synthesis, written and oral communication skills, dialogue with stakeholders.
The eligibility criteria for AFD financing are specified in article 1.3 of the “Directives for the award of contracts financed by AFD in foreign countries”, available online on the AFD website www .afd.fr.
Applicants can only submit one application in their own name or in a Group. If a Candidate (including the member of a Grouping) submits or participates in several candidatures, these will be eliminated. However, the same Subcontractor can participate in several applications.

If the consultant is grouped, the expression of interest must include:
- A copy of the grouping agreement concluded by all of its members.
OR
- A letter of intent to form a grouping in the event that its proposal is accepted, signed by all its members and accompanied by a copy of the proposed grouping agreement.
